BOARD OF MAYOR AND BURGESSES
NOVEMBER 7, 2018
1. Mayor “Pete” Hess called the regular meeting to order at 6:17 p.m. with the following in
attendance:

2. Burgess Burns led in the Pledge of Allegiance to the flag.
3. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by
Burgess Neth that the Board of Mayor and Burgesses approve the minutes
of the regular meeting of October 2, 2018 and the two special meetings of
October 2, 2018. Each member received copies for review.
4. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by
Burgess Neth that the Board of Mayor and Burgesses approve the monthly
reports of October. Each member received copies for review.
5. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by
Burgess Neth to recess to Executive Session at 6:19 p.m. for discussion on
the following: Collective Bargaining (AFSCME Police Union) and
Pending Litigation inviting in Public Works Director James Stewart.
Mayor Hess reconvened the meeting at 7:11 p.m.
6. There were no motions emanating from Executive Session.
7. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by
Burgess Neth that the Board of Mayor and Burgesses recess to the
Firemen’s Pension Plan “C” Board at 7:11 p.m.
Mayor Hess reconvened the meeting at 7:14 p.m.

8. Public Comment
Park Commission Chairwoman Linda Ramos said she received positive letters regarding
the Gunntown Kids program. A resident stated her support for selling the parcel of land in
the Industrial Park.
9. Mayor Hess approved the appointment of Emily Kausyla, 100 Lyman Road, Wolcott, CT
06716 as a member of the Day Care Board of Directors, filling the unexpired term of D.
O’Brien, term to expire April 1, 2020.
10. Mayor Hess reappointed Dorothy Hoff, 190 Bluebird Drive, Naugatuck, CT 06770, as a
member of the Greater Waterbury Transit District, term to expire November 1, 2022.
11. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by
Burgess Neth that the Board of Mayor and Burgesses approve the
reappointment of Melissa Leonard, 450 Gunntown Road, Naugatuck, CT
06770 as a regular member of the Conservation Commission, term to
expire November 1, 2021.
12. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by
Burgess Neth that the Board of Mayor and Burgesses approve the
reappointment of Shagufta S. Zahid, 84 Mulberry Street, Naugatuck, CT
06770 as a regular member of the Conservation Commission, term to
expire November 1, 2021.
13. Paul DeStefano from Milone & MacBroom and Karen Svetz from NVCOG spoke to the
board regarding the proposed bump-outs and sidewalks on the North Main Street
Reconstruction Project. Mr. DeStefano said the purpose of the project is to revitalize the
area and to provide pedestrian safety. The owner of the funeral home was originally in
support of the project but now is opposed to the bump-outs. Mr. DeStefano said the bump-
outs slow down traffic which makes it safer for pedestrians to cross the road. Ms. Svetz
said NVCOG looks at projects which make significant changes to an area. She said this
project will increase pedestrian safety. The project has been approved. If changes are
made to the project reducing it to just road maintenance, she doesn’t know if that will
affect state funding for the project.
14. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by
Burgess Neth that the Board of Mayor and Burgesses refer a proposed
Construction Project on Lot 3 in the Industrial Park on Great Hill
Road to the Planning Commission for a report pursuant to Section 8-24 of
the General Statutes.
15. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by
Burgess Neth that the Board of Mayor and Burgesses approve the bid and
authorize Mayor Hess to execute all contracts and related documents for
“Snow and Ice Control Sand” to Stone Construction Company, Inc., 168
Main Street South, P.O. Box 428, Southbury, CT 06488-0428 delivered
$23.00 per ton as recommended by Public Works Director James Stewart.

16. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by
Burgess Neth that the Board of Mayor and Burgesses approve the award
for “Plowing and Sanding Services” to the following vendors as per bid
and authorize Mayor Hess to execute all contracts and related documents as
recommended by Assistant to the Public Works Director Sandra Lucas-
Ribeiro, as if read:

17. Mayor Hess said the third floor of the Naugatuck Event Center is now open. Steadfast
Studios is housed there. It is a full recording studio, photography studio and art studio. He
said the town is not spending a lot of money but is moving forward to improve a very old
building. We are utilizing our employees and using materials that were left in the building.
Retail 101 is in negotiations for a permanent location on the second floor. An
entertainment center is in the former cafeteria. A highly talented artist is coming on
December 6th under special conditions. We cannot advertise the concert. Twenty generous
sponsors made it possible to have the artist perform plus food and liquor. Many events are
scheduled at the event center. In December will be a craft fair, February a wedding expo,
March the Easterseals’ Chocolate Expo, April a train show and a business/home show.
The Connecticut Horror Fest wants to come to the event center. The high school track
team runs in the building during the winter months.
18. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by
Burgess DeOliveira that the Board of Mayor and Burgesses table the
following items on the agenda.
19. Discussion/possible action regarding Maple Street Bridge.
Tabled.
20. Motion by Burgess that the Board of Mayor and Burgesses authorize
Mayor Hess to sign a contract with Mather’s Construction, 21 W. Dudley Town Road,
Bloomfield, CT 06002 for the Reconstruction of Cross Street, State Project #87-145 in
the amount of $3,355,000.00 as recommended by Public Works Director James Stewart.
Motion tabled.
21. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by
Burgess Neth that the Board of Mayor and Burgesses authorize Mayor
Hess to sign a contract with Milone and MacBroom, Inc. for
“Construction, Engineering and Inspection Services” required in
conjunction with the Reconstruction of Cross Street, State Project #87-
145 as recommended by Public Works Director James Stewart.

22. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by
Burgess Neth that the Board of Mayor and Burgesses authorize Mayor
Hess to sign a contract with Milone and MacBroom, Inc. for
“Construction, Engineering and Inspection Services” required in
conjunction with the Reconstruction of North Main Street, LOTCIP No.
LO87-0002 as recommended by Public Works Director James Stewart.
23. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by
Burgess Neth that the Board of Mayor and Burgesses authorize Mayor
Hess to execute all contracts and related documents to approve the road
acceptance of Woodcrest Drive, subject to the payment of $15,000 for
final paving and the cost to install a borough street light as recommended
by Public Works Director James Stewart.
24. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by
Burgess Neth that the Board of Mayor and Burgesses approve spending,
not to exceed $16,400, out of the second Five Year Capital Project to Silver
Petrocelli Architects, 3190 Whitney Avenue, Hamden, CT 06518 to
commence the process to apply to the state for a grant for a new roof for
City Hill Middle School as recommended by the Building Committee.
25. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by
Burgess Neth that the Board of Mayor and Burgesses approve the proposed
sale of all that certain piece or parcel of land owned by the borough and
situated in the Borough of Naugatuck known as 0 King Street, and shown
as Parcel “B” on a certain map entitled: Map of Land for M&R Mallory,
H&J Beattys and H&L Alsdorf Naugatuck, Connecticut, April 30,
1980, Michael H. Horbal, Registered Land Surveyor, recorded in the
Naugatuck Town Clerk’s Office. Said Parcel “B” contains 10,577 square
feet (0.24 acres) as shown on said map to be conveyed to Frank A. Finkle
and Anita A. Finkle for $6,840 together with authorization to Mayor N.
Warren Hess to execute all documents to effectuate said sale.
26. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by
Burgess Neth that the Board of Mayor and Burgesses add to the agenda a
motion to authorize Mayor Hess to enter into a contract for diesel fuel.
27. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by
Burgess Neth that the Board of Mayor and Burgesses authorize Mayor
Hess to execute all contracts and related documents for “Dyed Ultra Low
Sulfur Diesel Fuel” to East River Energy, 401 Soundview Road, P.O. Box
388, Guilford, CT 06437 in the amount of $56,817.56 for 22,108 gallons as
recommended by Controller Allyson W. Bruce.
28. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by
Burgess Neth that the Board of Mayor and Burgesses add to the agenda a
motion to authorize Mayor Hess to enter into a contract for heating oil.

388, Guilford, CT 06437 in the amount of $58,869.76 for 22,996 gallons as
recommended by Controller Allyson W. Bruce.

Mayor Hess swore in Melissa Leonard as a member of the Conservation
Commission.
32. Burgess Comments/Sub-Committee Reports
Burgess Vitale reported the United Way Festival of Trees will be held on December 1st.
On December 2nd an Eagle Scout will be receiving a badge for a project he did at the Dog
Park. Another Eagle Scout will be building benches and tables for the Dog Park.
Mayor Hess said December 1st is also the Winter Festival.
Burgess Herb said the Conservation Commission discussed using plastic bags

5. Motion by Burgess to recess to Executive Session at p.m.
for discussion on the following: Collective Bargaining (AFSCME Police Union) and

regular member of the Conservation Commission, term to expire November 1, 2021.
12. Motion by Burgess that the Board of Mayor and Burgesses approve the
reappointment of Shagufta S. Zahid, 84 Mulberry Street, Naugatuck, CT 06770 as a
regular member of the Conservation Commission, term to expire November 1, 2021.

and sidewalks on North Main Street.

Works Director James Stewart.
15. Motion by Burgess that the Board of Mayor and Burgesses approve the
award for “Plowing and Sanding Services” to the following vendors as per bid and
authorize Mayor Hess to execute all contracts and related documents as recommended by

the amount of $3,355,000.00 as recommended by Public Works Director James Stewart.
19. Motion by Burgess that the Board of Mayor and Burgesses authorize
Mayor Hess to sign a contract with Milone and MacBroom, Inc. for “Construction,
Engineering and Inspection Services” required in conjunction with the Reconstruction
of Cross Street, State Project #87-145 as recommended by Public Works Director James
Stewart.
20. Motion by Burgess that the Board of Mayor and Burgesses authorize
Mayor Hess to sign a contract with Milone and MacBroom, Inc. for “Construction,
Engineering and Inspection Services” required in conjunction with the Reconstruction
of North Main Street, LOTCIP No. LO87-0002 as recommended by Public Works
Director James Stewart.
21. Motion by Burgess that the Board of Mayor and Burgesses authorize
Mayor Hess to execute all contracts and related documents to approve the road acceptance
of Woodcrest Drive, subject to the payment of $15,000 for final paving and the cost to
install a borough street light as recommended by Public Works Director James Stewart.

22. Motion by Burgess that the Board of Mayor and Burgesses refer a
proposed Construction Project on Lot 3 in the Industrial Park on Great Hill Road to
the Planning Commission for a report pursuant to Section 8-24 of the General Statutes.
23. Motion by Burgess that the Board of Mayor and Burgesses approve
spending, not to exceed $16,400, out of the second Five Year Capital Project to Silver
Petrocelli Architects, 3190 Whitney Avenue, Hamden, CT 06518 to commence the process
to apply to the state for a grant for a new roof for City Hill Middle School as
recommended by the Building Committee.
24. Motion by Burgess that the Board of Mayor and Burgesses approve the
proposed sale of all that certain piece or parcel of land owned by the borough and situated
in the Borough of Naugatuck known as 0 King Street, and shown as Parcel “B” on a certain
map entitled: Map of Land for M&R Mallory, H&J Beattys and H&L Alsdorf
Naugatuck, Connecticut, April 30, 1980, Michael H. Horbal, Registered Land
Surveyor, recorded in the Naugatuck Town Clerk’s Office. Said Parcel “B” contains
10,577 square feet (0.24 acres) as shown on said map to be conveyed to Frank A. Finkle
and Anita A. Finkle for $6,840 together with authorization to Mayor N. Warren Hess to
execute all documents to effectuate said sale.
