MINUTES SPECIAL MEETING BOARD OF MAYOR AND BURGESSES NOVEMBER 19, 2018 1. Mayor “Pete” Hess called the special meeting to order at 6:02 p.m. with the following in attendance: BURGESSES: PRESS: L. Zirolli, Borough Engineer V. Siefert, Engineer J. Stewart, Public Works Director R. Butler, Jr., Purchasing/Financial Analyst 2. Burgess Burns led in the Pledge of Allegiance to the flag. 3. Mayor Hess said a large portion of the problem with the bricks lifting on the newly renovated Whittemore Bridge on Maple Street is directly related to the design of the bridge. The mayor instructed the borough attorney to look at recourse for whatever remedy the borough would undertake. There are at least five options to rectify the situation: black asphalt, colored asphalt, stamped asphalt, higher grade stamped asphalt or retaining the brick for a new design. Engineer Vincent Siefert was hired by the borough to inspect the bridge. He said the older bridge was filled with a permeable material. Water went through the bricks. Now the bridge is filled with concrete. The new design is a sand layer with concrete on top. Mr. Siefert said Mohawk Northeast, Inc. repaired a section of the bridge on their own dime. They expected movement of the bricks but not so soon. We will have to wait until spring to fix the bridge. Asphalt plants are closing soon. Public Works Director Jim Stewart discussed the five options the mayor mentioned: 1. Peel up the bricks and pave which includes painting the asphalt for $35,000. 2. Dyeing the concrete and asphalt for an additional $20,000 plus the initial $35,000 for a total of $55,000. They feel the aggregate is less hard. 3. Stamped asphalt like they do on driveways. Pave, stamp then paint. Patterns wear out. The cost is an additional $55,000 on top of the initial $35,000 for a total of $91,000. 4. Thermoplastic which is a heavy duty resin product, an eighth inch thick. Heat and press in the asphalt. Lasts longer but a plow could still pull up a corner. It is an additional $145,000 plus the initial $35,000 for a total of $180,000. Mr. Siefert saw bus lanes in New York City that had this process done. It was two years old and looked okay. Toronto Canada has used the thermoplastic process. 5. Redesign the bricks. Mr. Stewart is not recommending this option. The bricks would be glued down.  -2- Minutes – Board of Mayor and Burgesses Special Meeting – November 19, 2018 Borough Engineer Wayne Zirolli said the bridge is not a total failure. The advantage to waiting until spring is that we can see what happens over time. The interlocking bricks are working. He’s not ready to give up. Burgess Neth said he doesn’t expect the borough to pay a dime to fix the bridge. It was a design issue. Burgess Bronko said he appreciates the idea of restoring the bridge to its original form but believes at this point we should just pave it. Burgess DeOliveira also thinks we should pave it. He said it is taking money out of the pockets of residents. He wanted to know how many hours Mr. Stewart and Mr. Zirolli spent researching a solution to the issue. He gave credit to the engineers for trying to get the bridge fixed before winter. Mayor Hess does not agree it’s taking money out of residents’ pockets. Many people he spoke to think the bricks should not be removed. Burgess Wisniewski asked how long the thermoplastic has been down in Toronto. 4. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Public Works Director James Stewart to accept a fee in lieu of final paving from Eversource in the amount of $89,928.16 for work on the gas main project completed on Francis Street, Russell Street, Nixon Avenue, Theresa Street, Arch Street, Manners Avenue from Lewis Street to Theresa Street and Lewis Street from Scott Street to Manners Avenue as recommended by Public Works Director James Stewart. 5. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses accept pipeanddrapeonline.com and eventdecordirect.com as approved vendors of “Pipe and Drape” for the Naugatuck Event Center for Fiscal Year 2018/2019 in the amount of $10,950 as recommended by Purchasing/Financial Analyst Robert W. Butler, Jr. 6. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth to recess to Executive Session at 6:53 p.m. for discussion on the following: Real Estate (Parcels A & B) and Pending Litigation. No one was invited into executive session. Mayor Hess reconvened the meeting at 7:09 p.m. 7. There were no motions emanating from Executive Session. 8.
