MINUTES REGULAR MEETING BOARD OF MAYOR AND BURGESSES JANUARY 7, 2025 The Borough of Naugatuck held the Board of Mayor and Burgesses meeting on a hybrid basis. Everyone was welcomed to attend in person, by Zoom Webinar or by phone. 1. Mayor “Pete” Hess called the regular meeting to order at 7:01 p.m. with the following in attendance: BURGESSES: PRESS: R. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses approve the minutes of the regular meeting of December 3, 2024. Each member received a copy for review. 4. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses approve the monthly reports of December. Each member received copies for review. 5. Mayor’s Opening Comments For the record: “I will state for the record since Jim K. is not here to make me look bad. It looks like a relatively short agenda tonight.” 6. Public Comment – None 7. Chief Kyle Kelley gave the monthly update on the Naugatuck Ambulance Corps (NAC). NAC responded to 5,347 calls in 2024. They are expanding and now have five ambulances and are applying for a fourth fly car. He is looking to acquire something to cover the vehicles that cannot be stored inside. He thanked the board for their continued support. NAC is looking toward the future and planning for growth in the town, especially with the assisted living facility being built.  -2- Minutes – Board of Mayor and Burgesses Regular Meeting – January 7, 2025 8. Mayor Hess said all Borough of Naugatuck Development Plans are on schedule. There are two crews working on Church Street. Sewage pipes are going underground now and work will proceed through the winter. Eversource installed three of its four vaults underground. Sidewalks will be installed in the winter with as little disruption to businesses as possible. Church Street will be asphalted in June, then they will proceed to the green, Maple Street and the Whittemore Bridge. Everything should be completed by October. The Department of Transportation is scheduled for the relocation and construction of the train station in May. Parcel B construction should begin in the spring. 9. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses approve the reappointment of Wendyann C. Fowler (R), 361 Field Street, Naugatuck, CT 06770 as a regular member of the Inland Wetlands Commission, term to expire January 1, 2029. Mayor Hess swore in Wendyann C. Fowler as a regular member of the Inland Wetlands Commission. 10. Motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses approve the reappointment of Brian D. Moore, 129 Cherry Street, Naugatuck, CT 06770 as a regular member of the Inland Wetlands Commission, term to expire January 1, 2029. Motion amended. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses approve the reappointment of Brian D. Moore, 132 Auburn Street, Naugatuck, CT 06770 as a regular member of the Inland Wetlands Commission, term to expire January 1, 2029. Mayor Hess swore in Brian D. Moore as a regular member of the Inland Wetlands Commission. 11. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses approve the reappointment of Katherine Carten, 23 Coventry Lane, Naugatuck, CT 06770 as a member of the Saunders Trust Advisory Committee, term to expire January 1, 2027. 12. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses approve the reappointment of Sandra Heller, 29 Coventry Lane, Naugatuck, CT 06770 as a member of the Saunders Trust Advisory Board, term to expire January 1, 2027.  -3- Minutes – Board of Mayor and Burgesses Regular Meeting – January 7, 2025 13. Motion by Burgess that the Board of Mayor and Burgesses authorize Mayor Hess to enter into a contract for an “Online Registration Program” with MyRec.com, 129 Burr Pond Rd, Pittsford, Vermont 05763 in an amount of $823.75 as recommended by Recreation Director Emily Osterberg. Motion deferred until the February meeting. 14. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses approve the “Installation of the Recreation Center Floor” to Abacus Sports, 2330 Dairy Road, Lancaster, PA 17601 in the amount of $155,895.59 as recommended by Park Superintendent Sandra Lucas-Ribeiro. 15. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses approve an “Increase in the Number of Golf Carts Serviced from 42 to 50” in Contract FY25-B071 with New England Golf Carts, Inc. as recommended by Public Works Director James Stewart. 16. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses authorize Mayor N. Warren Hess to sign the Incineration Facilities Lease Agreement Contract Administration Memorandum (CAM) No. IF 2024-1 as recommended by the WPCA and Public Works Director James Stewart. 17. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses authorize Mayor N. Warren Hess to sign the Service Contract for Wastewater Treatment System Capital Improvements and Asset Management Contract Administration Memorandum (CAM) No. SC 2024-1 as recommended by the WPCA and Public Works Director James Stewart. 18. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses abate taxes on real property located at 15 Shadduck Road, Parcel #019-4701 in the amount of $14,885.24. All liens will be extinguished for the sums owed to the Borough of Naugatuck as recommended by Tax Collector James Goggin. 19. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses abate taxes on real property located at 28 Shadduck Road, Parcel #030-0304 in the amount of $10,270.66. Public Comment – Agenda Items – None 23. Mayor and Burgess Comments/Sub-Committee Reports Burgess Gallo wished everyone a Happy New Year. Burgess Marenghi wished everyone a Happy New Year. He complimented the public works department and everyone involved with the Light the Night Event. Downtown was difficult this year with the construction but the event was terrific. Burgess Rosenblatt said a sixty-five-year-old earned her high school diploma through the Adult Education Program. Deputy Mayor Vitale reported he is close to finalizing the purchase of cameras to be placed around town. One vendor is $6,800 with installation. Another, Vicon, works with state pricing and is $4,000 without installation. He said he didn’t know how the DPW did  -5- Minutes – Board of Mayor and Burgesses – Regular Meeting – January 7, 2025 such a great job with the sudden snow storm. They do their job well. Burgess Neth-Kunin said Parent School Council (PSC) is holding a Pocketbook Bingo on January 24th at the Crystal Room. There will be an Adult Prom fundraiser on March 22nd. PSC is holding a dance for their scholarship fundraiser at the Crystal Room on April 4th. The Exchange Club is holding their Community Champions Banquet on April 29th. 24. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt to recess to Executive Session at 7:44 p.m. for discussion on the following: Real Estate (Parcels A, B, C, Y & Z, Pennrose – Phase II Parcel B Tax Agreement and Letter in Support of Developer Financing, Naugatuck Industrial Park Section III, Hershey Property), Personnel (Building Inspector) and Pending Litigation (BON vs. Sileo, Geraldine E.). No one was invited into executive session. Mayor Hess reconvened the meeting. 25. The following motions emanated from Executive Session. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses authorize Mayor Hess to enter into a settlement agreement regarding litigation at 30 Church Street as discussed in executive session. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses authorize Mayor Hess to enter into a Memorandum of Understanding with Chapter 90 CSEA regarding an increase in work hours at five hours per week for the Building Inspector. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses authorize Mayor Hess to sign and mail a letter in support for developer financing for Pennrose Phase II as discussed in executive session. For the record: Mayor Hess: “I reconvened the meeting thirty seconds before I started the motions. Just for the record.” 26.
