Common Council Minutes The Common Council met at the City of Nekoosa Office Location: Council Chambers, 951 Market St. Nekoosa, WI 54457 Time: Tuesday, September 10th, 2024, at 7:00 P.M. Call to Order The meeting was called to order at 7:00pm by Mayor Daniel J. Carlson. The roll call was conducted by City Clerk Kallee Dhein. Roll Call Aldermen Present: Larry Krubsack, Adam Buehring, Anthony Carlson, Garrett Kuhn, Daniel Downing, Brad Hamilton, Michael Kumm via Zoom, and Brian Krubsack was noted as absent. Also in attendance was Rick Schmidt - Public Works Director, Michael Hartje - Fire Department Chief, Shawn Woods - Police Department Chief, Darla Allen - Library Director, Heather Sairs – Community Center Director, Steve Zuege, Bill Kaberle Sr., Nita Kirst, and Dennis Fenske Attendance via Zoom – Nick Abts – City Attorney, Kathleen Drews, and Alayna Black Citizen Comment Several citizens were present, but there were no initial comments directed to be addressed immediately as their concerns were scheduled to be discussed later in the meeting under New Business. Approval of Previous Common Council Minutes – August 13th, 2024 A motion was made to approve the minutes of the previous Common Council meeting on August 13th, 2024 as written. Motion by: Brad Hamilton Seconded by: Garett Kuhn Motion carried unanimously. Committee Reports Property Recreation & Human Affairs A motion was made to approve the minutes of the Property Recreation & Human Affairs Committee report of September 3rd, 2024 be accepted as written. To the Honorable Mayor and members of the Nekoosa Common Council: A Property Recreation and Human Affairs Committee meeting was held on Tuesday September 3 rd, 2024 at 5:30pm in the Nekoosa Council Chambers. Members present were: Adam Buehring – Chairman, Brad Hamilton – Secretary, Brian Krubsack, and Dan Downing. Also in attendance were Mayor Dan Carlson, Police Chief Shawn Woods, Larry Krubsack, Garett Kuhn, Tony Carlson, Robert Shear, and Mike Kumm. Meeting Minutes:  1. Discussed upgrades to Kautzer Park from the Nekoosa Youth Baseball and Softball Association. 2. Discussed allowing beer to be consumed at Kautzer Park. 3. Recommend City Hall/Safety Center upgrading doors to an electronic control system from Tech Pros $13,858.00. Public Works A motion was made to approve the minutes of the Public Works Committee report of September 3rd, 2024 be accepted as written. To the Honorable Mayor and members of the Nekoosa Common Council: A Public Works Committee meeting was held on Tuesday September 3rd, 2024 at 6:00pm in the Nekoosa Council Chambers. Members present were: Larry Krubsack– Chairman, Adam Buehring – Secretary, Garett Kuhn, and Anthony Carlson. Also in attendance were Mayor Dan Carlson, Police Chief Shawn Woods, DPW Director Rick Schmidt, Dan Downing, Brian Krubsack, Mike Kumm, Robert Shear, Darla Allen, and Bill Kaberle Jr. Meeting Minutes: 1. Recommend hiring Bluestem Forestry for a total not to exceed $3,256.00 to assist with our DNR forestry grant. Please note these funds are being paid by already acquired grant funding and will come at no cost to the city. 2. Discussed our current sidewalk ordinance and replacement program. 3. Recommend hiring Municipal Well and Pump to provide two temporary water storage tanks to provide safe operation of the city water system during the planned two week shut down that is planned to make repairs and inspections to our water tower. The price for such a service is not to exceed $16,160.00. 4. Recommend allowing Rick Schmidt with the DPW to attend a forestry class on September 1 st and 2nd in Green Lake, Wisconsin per handbook. Recommend beverage operators license for Stephanie Ysquierdo for The Edge. 2. Recommend adopting ordinance 12.02 (11) (b) pending time change of new hours 9:00p.m. to 6:00a.m. 3. Discussed donation to Nekoosa Giant Pumpkin Fest, will move item to New Business on Council meeting night. New Business Discussion and possible action on a donation to the Nekoosa Giant Pumpkin Fest An update was given by the committee members present for the Nekoosa Giant Pumpkin Fest. Their main concern was access to the event grounds as there is construction scheduled for the roadways. The Public Works Director assured all that the goal is that all road paving will be completed by the weekend of the event. The members then requested a donation from the city for the event. Deliberation resulted in the council deciding that they would donate the same amount as last year, that total being $3,000.00. A motion was made to donate $3,000 to the Nekoosa Giant Pumpkin Fest. Recommend adoption of Ordinance 628 to amend section 12.02 of the municipal code Ordinance 628, regarding hours of operation for retail intoxicating liquor licenses, was read and confirmed. A motion was made to adopt the language of Ordinance 628. Motion by: Brad Hamilton Seconded by: Garett Kuhn Roll call vote: 7 Ayes, 0 Nays. Motion carried unanimously. Discussion on update for Peckham Rd. S.C. Swiderski development Discussion included updates on ongoing potential timelines for infrastructure developments on Peckham Rd. Public Works Director Rick Schmidt gave a small presentation overviewing where the project is at. Currently, S.C. Swiderski is awaiting more optimal interest rates before they begin the project. Other points that were mentioned were how delayed construction might affect the TID district and its timeline. If construction takes too long, the TID timeline will have to be redone. Rick also mentioned how SCS may do a proposed split with the city as a reduced incentive. As for the construction schedule, the current estimated outlook if interest rates continue to go down is that the multi-family homes are hoping to start on 4/1/2025 and complete around 2/22/2027. As for the single-family homes, they would start on 9/26/2025 and complete around 6/17/2026. The next step for the city is to review the final plat with the Planning Commission hopefully next month and bring it to the council. Discussion and possible action on the July 2024 minutes from the Library Board meeting The Library Director, Darla Allen and Library Board President, Nita Kirst discussed their past proposition of an office set up at City Hall within business hours to ensure more communication between the library and the city office. Through further discussions, alternative solutions were emphasized due to security concerns. Darla acknowledged that communication had improved so they were going to look into these alternative solutions at the library. No further action was required from the council. Resolution for Wood County Library Tax Exemption A resolution for the library tax exemption was presented to the council. A motion was made to approve the Wood County Library Tax Exemption. Motion carried unanimously. Approval of all Department Reports A motion was made to approve the various monthly reports from the Police Chief, Public Works Director, Fire Department, Community Center, Airport Commission, and Charles & JoAnn Lester Library.
