Common Council Minutes The Common Council met at the City of Nekoosa Office Location: Council Chambers, 951 Market St. Nekoosa, WI 54457 Time: Tuesday, October 8th, 2024, at 7:00 P.M. Call to Order The meeting was called to order at 7:00pm by Mayor Daniel J. Carlson. The roll call was conducted by City Clerk Kallee Dhein. Roll Call Aldermen Present: Adam Buehring, Anthony Carlson, Garrett Kuhn, Daniel Downing, Michael Kumm, Brad Hamilton via Zoom, Larry Krubsack and Brian Krubsack were noted as absent. Also in attendance was Rick Schmidt - Public Works Director, Darla Allen - Library Director, Robert Shear, and Dennis Fenske. Attendance via Zoom – Bobbi Hertzberg - Treasurer Citizen Comment Robert Shear expressed a want for updating tree removal guidelines and raised concerns about damaged sidewalks and dead trees throughout the city. Robert was informed these issues should be addressed at the committee level as the council could not engage in discussion about this topic. Approval of Previous Common Council Minutes – August 13th, 2024 A motion was made to approve the minutes of the previous Common Council meeting on September 10th, 2024 as written. Motion by: Anthony Carlson Seconded by: Brad Hamilton Motion carried unanimously. Treasurer Report A motion was made to approve the Treasurer's report as written. Motion by: Anthony Carlson Seconded by: Garett Kuhn Motion carried unanimously. Committee Reports Personnel A motion was made to approve the minutes of the Personnel Committee report of September 30th, 2024 be accepted as written. Motion by: Brad Hamilton Seconded by: Garett Kuhn Motion carried unanimously. To the Honorable Mayor and members of the Nekoosa Common Council: A Personnel Committee meeting was held on Monday September 30th, 2024 at 5:00pm in the Nekoosa Council Chambers. Members present were: Brad Hamilton – Chairman, Larry Krubsack – Secretary, Anthony Carlson, and Mike Kumm. Also in attendance were Rick Schmidt – Director of Public Works, Bill Kaberle Jr. – Lead Water Operator. Meeting Minutes: 1. Motion by Carlson second by Kumm to go into closed session pursuant to Wis. Statutes 19.85 (1) to interview candidates for the position of Wastewater/Water Operator. All members voted yes. 2. Motion by Kumm second by Carlson to go into open session pursuant to Wis. Statutes 19.85 (2) to make possible recommendations on matters discussed in closed session. All members voted yes. 3. Recommend offering Jorden McGregor Wastewater/Water Operator position pending background check. Respectfully submitted, Larry Krubsack, Secretary Motion that Item 3 of the Personnel Meeting on September 30th, 2024 be adopted for action. Motion by: Brad Hamilton Seconded by: Mike Kumm Roll call vote: 6 Ayes, 0 Nays. Motion carried unanimously. Property Recreation & Human Affairs A motion was made to approve the minutes of the Property Recreation & Human Affairs Committee report of October 1st, 2024 be accepted as written. Motion by: Mike Kumm Seconded by: Garett Kuhn Motion carried unanimously. To the Honorable Mayor and members of the Nekoosa Common Council: A Property Recreation and Human Affairs Committee meeting was held on Tuesday October 1st, 2024 at 5:00pm in the Nekoosa Council Chambers. Members present were: Mike Kumm – Chairman, Brad Hamilton – Secretary, Brian Krubsack, and Dan Downing. Also in attendance were Mayor Dan Carlson, Dan Downing, Rick Schmidt – DPW Director, Police Chief Shawn Woods, Fire Chief Mike Hartje, Anthony Carlson, and Kortni Wolf from S.C. Swiderski (via Zoom). Meeting Minutes: 1. Recommend final plat for Lynn Creek Village subject to comments by Vierbicher. Respectfully submitted, Brad Hamilton, Secretary Motion that Item 1 of the Property Recreation and Human Affairs Committee Meeting on October 1st, 2024 be adopted for action. Motion by: Mike Kumm Seconded by: Anthony Carlson Roll call vote: 6 Ayes, 0 Nays. Motion carried unanimously. Public Safety A motion was made to approve the minutes of the Public Safety Committee report of October 1st, 2024 be accepted as written. Motion by: Brad Hamilton Seconded by: Anthony Carlson Motion carried unanimously. To the Honorable Mayor and members of the Nekoosa Common Council: A Public Safety Committee meeting was held on Tuesday October 1st, 2024 at 5:30pm in the Nekoosa Council Chambers. Members present were: Brian Krubsack– Chairman, Brad Hamilton – Secretary, Dan Downing, and Mike Kumm. Also in attendance were Mayor Dan Carlson, Police Chief Shawn Woods, Fire Chief Mike Hartje, Asst. Fire Chief Dave Rheinschmidt, Rick Schmidt DPW, Bill Kaberle Jr. Garett Kuhn, Larry Krubsack, and Anthony Carlson. Meeting Minutes: 1. Reviewed Fire Department monthly report. 2. Recommend replacing window in the Fire Chief’s office for approx. $3,000.00 3. Review Police Department monthly report. 4. Recommend renewing Axon body cam/fleet cam/taser software. 5. Discuss 2025 equipment needs. 6. Discuss police department staffing. Public Works A motion was made to approve the minutes of the Public Works Committee report of October 1st, 2024 be accepted as written. To the Honorable Mayor and members of the Nekoosa Common Council: A Public Works Committee meeting was held on Tuesday October 1st, 2024 at 6:00pm in the Nekoosa Council Chambers. Members present were: Larry Krubsack– Chairman, Anthony Carlson – Secretary, Garett Kuhn, and Mike Kumm. Also in attendance were Brad Hamilton, Mayor Dan Carlson, Police Chief Shawn Woods, Dan Downing, and Bill Kaberle Jr. Meeting Minutes: 1. Discussed sidewalk ordinance and replacement program. 2. Recommend hiring ADCI Architects and General Engineering to perform an inspection and provide the council with a structural report on Shelter #1 at Riverside Park. Cost not to exceed $1,600.00. 3. Recommend applying for the America in Bloom grant sponsored by CN Transportation. 4. Took tour of the Wastewater Treatment Facility. Ways & Means A motion was made to approve the minutes of the Ways & Means Committee report of October 8th, 2024 be accepted as written. To the Honorable Mayor and members of the Nekoosa Common Council: A Property Recreation and Human Affairs Committee meeting was held on Tuesday October 8th, 2024 at 6:30pm in the Nekoosa Council Chambers. Members present were: Anthony Carlson – Chairman, Adam Buehring – Secretary, Garett Kuhn, and Mike Kumm. Also in attendance were, Mayor Dan Carlson, Brad Hamilton via Zoom, Dan Downing, and Robert Shear. Meeting Minutes: 1. Audit the bill lists. 2. Discussed the 2025 For Nekoosa annual sponsorship. Respectfully submitted, Adam Buehring, Secretary Motion that Item 1 of the Ways and Means Committee Meeting on October 8th, 2024 be adopted for action. Motion by: Anthony Carlson Seconded by: Brad Hamilton Roll call vote: 6 Ayes, 0 Nays. Motion carried unanimously. Old Business No old business items were brought forward for discussion. New Business Approval of all Department Reports A motion was made to approve the various monthly reports from the Police Chief, Public Works Director, Fire Department, Community Center, Airport Commission, and Charles & JoAnn Lester Library. Motion by: Anthony Carlson Seconded by: Garett Kuhn Motion carried unanimously. Discussion and possible action on Security Health Plan and Delta Dental and Vision Plans Discussion ensued about the noncompliant health plan and potential savings from a new plan once in compliance. To be compliant, health insurance deductibles would go up to $1,650/$3,300. Proposed to bundle vision insurance with Delta Dental for further savings. A motion was made to adopt the Security Health Plan and Delta Plan rates for the 2025 benefit year. Motion by: Anthony Carlson Seconded by: Garett Kuhn Roll call vote: 6 Ayes, 0 Nays. Motion carried unanimously. Discussion and possible action on what options to utilize for the levy limit Discussion was tabled on this topic until the Committee of the Whole meeting on Tuesday October 22nd, 2024. Audit Bill List / Approval of Bills General Disbursements: Check #62666 - #62764 payments from 09/11/2024 – 10/08/2024 Manual Checks – DDDI1024, DDHI1024, and DDVI1024 payments from 09/11/2024 – 10/08/2024 Total Expenditure from all Funds = $158,848.21 Water and Sewer Disbursements: Check #11645-11669 payments from 09/11/2024 – 10/08/2024 Total Expenditure from all Funds = $40,700.08 Payroll: Check #56081-56101 Voucher #V12815- V12885 payments from 09/10/2024 – 10/08/2024 Total: $93,564.36 A motion was made to approve the bills for the month.
