Common Council Minutes The Common Council met at the City of Nekoosa Office Location: Council Chambers, 951 Market St. Nekoosa, WI 54457 Time: Tuesday, November 12th, 2024, at 7:00 P.M. Call to Order The meeting was called to order at 7:00pm by Mayor Daniel J. Carlson. The roll call was conducted by City Clerk Kallee Dhein. Roll Call Aldermen Present: Adam Buehring, Anthony Carlson, Garrett Kuhn, Daniel Downing, Michael Kumm, Brad Hamilton, Larry Krubsack and Brian Krubsack Also in attendance was Rick Schmidt - Public Works Director, Mike Hartje – Fire Chief, Shawn Woods- Police Chief, and Nick Abts via Zoom Attendance via Zoom – Darla Allen - Library Director Citizen Comment No citizens were present for comment. Approval of Previous Common Council Minutes – October 8th, 2024 A motion was made to aprove the minutes of the previous Common Council meeting on October 8th, 2024 as written. Motion by: Brad Hamilton Seconded by: Larry Krubsack Motion carried unanimously. Treasurer Report – October 2024 A motion was made to approve the Treasurer's report as written. Motion by: Larry Krubsack Seconded by: Garett Kuhn Motion carried unanimously. Committee Reports Personnel 11/05/2024 A motion was made to approve the minutes of the Personnel Committee report of November 5th, 2024 be accepted as written. Motion by: Brad Hamilton Seconded by: Larry Krubsack Motion carried unanimously. Meeting Minutes: 1. Recommend adopting changes to employee handbook 2. Motion by Carlson second by Kumm to go into closed session pursuant to WI Stats 19.85 (1) to negotiate wages with Nekoosa Public Works Union and Police Dept. Union. All members voted yes. 3. Motion by Kumm second by Carlson to go into open session pursuant to WI Stats 19.85 (2) to make recommendations on closed session items. 4. Recommend 4% pay increase and $50.00 increase to clothing allowance to Department of Public Works. 5. Recommend 2025 and 2026 contract with Police Union, with a 4% increase. 6. Recommend Police Chief merit bonus. 7. Recommend 4% increase to all other non-exempt and exempt employees. 8. Recommend 6% increase for Fire Chief Respectfully submitted, Larry Krubsack, Secretary Motion that Item 1,4,5,6,7, and 8 of the Personnel Meeting on November 5th, 2024 be adopted for action. Motion by: Brad Hamilton Seconded by: Mike Kumm Roll call vote: 8 Ayes, 0 Nays. Motion carried unanimously. Personnel 11/07/2024 A motion was made to approve the minutes of the Personnel Committee report of November 7th, 2024 be accepted as written. Motion by: Brad Hamilton Seconded by: Larry Krubsack Motion carried unanimously. Meeting Minutes: 1. Motion by Kumm seconded by Carlson to go into closed session pursuant to WI Stats 19.85 (1) to interview applicants for open police department patrolman position. 2. Motion by Carlson seconded by Kumm to go into open session pursuant to WI Stats 19.85 (2) to make possible recommendations from closed session. 3. Recommend a conditional offer of employment to Logan Otto for Police Officer. Public Works A motion was made to approve the minutes of the Public Works Committee report of November 5th, 2024 be accepted as written. Motion by: Larry Krubsack Seconded by: Brad Hamilton Motion carried unanimously. Meeting Minutes: 1. Discussion on installing fishing line removal locations as part of an Eagle Scout project. 2. Recommend installing GIS HUB on the city website per presentation by Kyle Engelking from Mead & Hunt. 3. Discussion of wastewater ordinance along with discharge restriction and the use of grease traps and interceptors. 4. Recommend adopting new sidewalk ordinance and replacement program. Respectfully submitted, Mike Kumm, Secretary * AT THE COUNCIL MEETING IT WAS DECIDED THAT THE SIDEWALK ORDINANCE WOULD BE SENT BACK TO THE COMMITTEE IN DECEMBER FOR FURTHER DISCUSSION. * Motion that Item 2 of the Public Works Committee Meeting on November 5th, 2024 be adopted for action. Motion by: Larry Krubsack Seconded by: Brad Hamilton Roll call vote: 8 Ayes, 0 Nays. Motion carried unanimously. Ways & Means A motion was made to approve the minutes of the Ways & Means Committee report of November 12th, 2024 be accepted as written. Motion by: Anthony Carlson Seconded by: Brad Hamilton Motion carried unanimously. Meeting Minutes: 1. Audit the bill lists. 2. Recommend signing 2025 contract with South Wood Co. Humane Society for $6,000.00. 3. Recommend Daniel Vogel for beverage operators license at The Spot. 4. Recommend 1 Officer to attend field training certification in Green Bay December 9th, 2024– December 11th, 2024 per contract. Motion by: Anthony Carlson Seconded by: Brad Hamilton Roll call vote: 8 Ayes, 0 Nays. Motion carried unanimously. Old Business No old business items were brought forward for discussion. New Business Approval of all Department Reports A motion was made to approve the various monthly reports from the Police Chief, Public Works Director, Fire Department, Community Center, Airport Commission, and Charles & JoAnn Lester Library. Motion by: Anthony Carlson Seconded by: Garett Kuhn Motion carried unanimously. Audit Bill List / Approval of Bills General Disbursements: Check #62765 - #62854 payments from 10/09/2024 – 11/12/2024 Total Expenditure from all Funds = $102,070.59 Water and Sewer Disbursements: Check #11670-11693 payments from 10/09/2024 – 11/12/2024 Total Expenditure from all Funds = $97,383.45 Payroll: Check #56102-56115 Voucher #V12886- V12951 payments from 10/09/2024 – 11/12/2024 Total: $91,285.51 A motion was made to approve the bills for the month.
