MINUTES - FINAL OF THE NEW BRAUNFELS SPECIAL CITY COUNCIL REGULAR MEETING OF MONDAY, AUGUST 15, 2022 AGENDA CALL TO ORDER Mayor Brockman called the meeting to order at 4:30 p.m. CALL OF ROLL: CITY SECRETARY Present 7 - Mayor Rusty Brockman, Councilmember Christopher Willis, Mayor Pro Tem Harry Bowers, Councilmember Lawrence Spradley, Councilmember Jason Hurta, Councilmember James E. Blakey, and Andres Campos INVOCATION: MAYOR BROCKMAN Mayor Brockman provided Invocation. PLEDGE OF ALLEGIANCE & SALUTE TO THE TEXAS FLAG Mayor Brockman led the Pledge of Allegiance and the Salute to the Texas Flag. 1. WORKSHOP A) Discuss and consider possible action regarding the Fiscal Year 2023 Proposed Budget and Plan of Municipal Services and the proposed 2022 tax rate and announce public hearings. Mayor Brockman read the aforementioned item. Robert Camareno made preliminary remarks. Jared Werner made additional comments and introduced, Mallory Hines. Mallory Hines presented the Fiscal Year 2023 Convention and Tourist Fund Budget and answered questions from Council. Robert Camareno and Jared Werner presented follow up information requested by Council, from the August 11, 2022 Special Council Meeting. The following individuals spoke at this time: Timothy Davis and Susie Clifford. Monday, August 15, 2022 New Braunfels Special City Council Regular Meeting  Mayor announced a public hearing for the tax rate and proposed budget be held at a meeting beginning at 6:00 p.m. Thursday, September 8, 2022 at 550 Landa Street, in the City Council Chambers, and the FY 2023 proposed budget along with the 2022 tax rate will be adopted on September 12, 2022 at a meeting beginning at 6:00 p.m. at 550 Landa Street, in the City Council Chambers. EXECUTIVE SESSION In accordance with the Open Meetings Act, Texas Government Code, Ch. 551, the City Council may convene in a closed session to discuss any of the items listed below. Any final action or vote on any executive session item will be taken in open session. A) Deliberate pending/contemplated litigation, settlement offer(s), and matters concerning privileged and unprivileged client information deemed confidential by Rule 1.05 of the Texas Disciplinary Rules of Professional Conduct in accordance with Section 551.071, of the Texas Government Code, specifically: · Chapter 242 of the Texas Local Government Code and proposed replacement of the current Interlocal Agreement with Guadalupe County on subdivision development regulations. B) Deliberate the purchase, exchange, lease or value of real estate in accordance with Section 551.072 of the Texas Government Code, specifically: · Fire Station #2 - 4120 Loop 337 · Old N. B. Police Department - 1488 S. Seguin Mayor Brockman read the aforementioned items. Mayor Brockman recessed into Executive Session at 5:50 p.m. Mayor Brockman reconvened into Open Session at 6:40 p.m., with no action taken Monday, August 15, 2022 New Braunfels Special City Council Regular Meeting 2.
