In the matter of the Charges filed against Firefighter Robin Haffner by City Administrator Noah Wiedenfeld. Please take notice the Police and Fire Commission will convene in closed session for the purpose of deliberating and consulting with legal counsel with regard to the above matter. The Police and Fire Commission will be in Closed Session for the entirety of the meeting, with the exception of roll call and adoption of the agenda. The Police and Fire Commission’s legal counsel and a majority of the Police and Fire Commission may participate virtually/remotely. This deliberation is continued from 27 Nov 2023, 29 Nov 2023, and 6 Dec 2023. 6. OPEN SESSION - ACTION ON CLOSED SESSION AGENDA 7. ADJOURNMENT  Police and Fire Commission Meeting Minutes Wednesday, December 6, 2023 at 5:30 PM Council Chambers The Police and Fire Commission of the City of New Richmond was called to order on Wednesday, December 6, 2023, at 5:30 PM, in the Council Chambers, with the following members present: PRESENT: Kirk Lindell, Jon Hailey, Andrea Guinn ABSENT: Michael Hedges OTHERS Sarah Reese and Veronica Koehler until 5:39pm. Michelle Scanlan (Open PRESENT: Session Only) CALL TO ORDER ROLL CALL ADOPTION OF AGENDA Kirk Lindell made a motion to approve the Agenda. Andrea Guinn seconded the motion. Carried unanimously. APPROVAL OF MINUTES Andrea Guinn made a motion to approve Minutes from 29 Nov 2023, 16 Aug 2023 (9AM), 16 Aug 2023 (10AM), 25 Jul 2023, and 12 Jul 2023. Kirk Lindell seconded the motion. Carried unanimously. Andrea Guinn made a motion to enter into Closed Session for Items 5.1 (a) and 5.1 (b) at 5:01pm. Kirk Lindell seconded the motion. Carried unanimously. CLOSED SESSION PER STATE STATUTE 19.85 (1)(C) The commission will convene into Close Session Authorized under Section 19.85(1)(c), (f), and (g) Wisconsin Statutes, to consider employment, promotion, compensation, or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. A) FIRE DEPARTMENT PROBATIONARY FIREFIGHTER HIRING B) POLICE DEPARTMENT HIRING Kirk Lindell made a motion to enter back into Open Session at 5:39pm. Andrea Guinn seconded the motion. Carried unanimously. OPEN SESSION - ACTION ON CLOSED SESSION ITEMS 5.1 A & 5.1 B Police and Fire Commission Meeting December 6, 2023 Kirk Lindell made a motion to proceed as discussed with Fire Department Probationary Firefighter Hiring. Andrea Guinn seconded the motion. Carried unanimously. Kirk Lindell made a motion to proceed as discussed with Police Department Hiring. Andrea Guinn seconded the motion. Carried unanimously. Andrea Guinn made a motion to enter into Closed Session for Item 7.1 at 5:45pm. Kirk Lindell seconded the motion. Carried unanimously. CLOSED SESSION PER STATE STATUTE 19.85 (1)(A) AND (G) IN THE MATTER OF THE CHARGES FILED AGAINST FIREFIGHTER ROBIN HAFFNER BY CITY ADMINISTRATOR NOAH WIEDENFELD PLEASE TAKE NOTICE THE POLICE AND FIRE COMMISSION WILL CONVENE IN CLOSED SESSION FOR THE PURPOSE OF DELIBERATING AND CONSULTING WITH LEGAL COUNSEL WITH REGARD TO THE ABOVE MATTER. THE POLICE AND FIRE COMMISSION WILL BE IN CLOSED SESSION FOR THE ENTIRETY OF THE MEETING, WITH THE EXCEPTION OF ROLL CALL AND ADOPTION OF THE AGENDA. THE POLICE AND FIRE COMMISSION’S LEGAL COUNSEL AND A MAJORITY OF THE POLICE AND FIRE COMMISSION MAY PARTICIPATE VIRTUALLY/REMOTELY. THIS DELIBERATION IS CONTINUED FROM 27 NOV 2023 AND 29 NOV 2023.
