ADJOURNMENT  Public Safety Committee Meeting Minutes 2:00 PM - Tuesday, July 16, 2024 Council Chambers The Public Safety Committee of the City of New Richmond was called to order on Tuesday, July 16, 2024, at 2:00 PM, in the Council Chambers, with the following members present: PRESENT: Ron Volkert, Thomas Weinmeyer, Bill O'Connell, Shawn Demulling, Greg Gartner ABSENT: OTHERS Craig Yehlik, Noah Wiedenfeld, Bailey Mitchell PRESENT: CALL TO ORDER ROLL CALL ADOPTION OF AGENDA Greg Gartner made a motion to move the Golf Cart ordinance to the first point of discussion. Bill O'Connell seconded the motion. Carried unanimously. PUBLIC COMMENT A citizen of New Richmond came and spoke on the potential change of the Golf Cart ordinance. It was shared that New Richmond already has a lot of requirements that emphasize safety precautions for golf cart occupants. They would like the age restriction removed. APPROVAL OF MINUTES Greg Gartner made a motion to approve the minutes from the April 23, 2024 meeting. Shawn Demulling seconded the motion. Carried unanimously. NEW BUSINESS ELECTION OF CHAIR AND VICE CHAIR Ron Volkert made a motion to elect Alderman Tom Weinmeyer as board Chair. Greg Gartner seconded the motion. Carried unanimously. Bill O'Connell made a motion to elect Shawn Demulling as Vice Chair. Greg Gartner seconded the motion. Carried unanimously. Public Safety Committee Meeting July 16, 2024 DOWNTOWN PARKING HOUR RESTRICTIONS Noah Wiedenfeld discussed how there is no on-street parking between 2am-6am on Knowles, but a few establishments are open until 2:30 am a few days a week. It was discussed, and with Law Enforcement and establishments ongoing effective communication, and more public parking signs going up, no change was made. Parking hours will remain the same. Ron Volkert made a motion to leave parking hours the same. Shawn Demulling seconded the motion. Carried unanimously. GOLF CARTS A member of the public requested the PSC look at change to the city Golf Cart Ordinance. After lengthy discussion, letter, and comments from the public, a motion was made to strike the current verbiage which states "all passengers should be a minimum of 12 years of age or older." and replace it with something similar to, "all golf cart passengers must meet the requirements stated in Wisconsin State Statute 347.48(4), to be out of a carseat/booster seat, before being eligible to be a passenger." Ron Volkert made a motion to bring this motion to the next Counsel Meeting. Bill O'Connell seconded the motion. Carried 4-1 (opposed: Greg Gartner). GLOCK FIREARMS Chief Yehlik presented transitioning the department firearms to the Glock 47, from the Glock 17. The only difference is a cut out for a red dot sight. With the increased number of sworn officers, it depletes the departments spare firearms stock. These will be replaced by the Glock 47. Future firearms will too be replaced by the Glock 47. No additional funding would be needed. Shawn Demulling made a motion to approve the transitioning to the Glock 47. Greg Gartner seconded the motion. Carried unanimously. AXON – TASER OPPORTUNITY New Richmond Police Department will be replacing their tasers with Axon, to the X10 series. Axon provided a quote, stating that if we purchased by fall of this year, instead of the already approved purchase for 2025, we would save approximately $4,400 over time. More research on this purchase will be done, along with conversations with finance and the City Administrator. Eventually being brought to the Counsel. Shawn Demulling made a motion to further explore the provided quote for 2024 year purchase. Greg Gartner seconded the motion. Carried unanimously. COUNTY EMERGENCY RESPONSE TEAM Chief Yehlik brought forward information about exploring the idea of possibly having a few New Richmond Officers join the St. Croix County Emergency Response Team. With the increased call outs and more specialized positions, the Sheriff's Office is exploring the possibility of opening positions for municipal officers to join. Chief Yehlik and other individuals on the committee shared some positives of this opportunity. There was no recommendation at this time. This will be further explored by the Chief's and Sheriff. COMMUNICATION AND MISCELLANEOUS Chief Yehlik shared a letter the department received from Rooseville's Chief, thanking some of our officer for standing by the New Richmond Vet Clinic when their K9 was put down. He also shared a flyer for the Take Action. Honor Kaitie. fundraiser that was upcoming. As well as sharing information on an upcoming presentation which focuses on Common Scams and Fraud Protection. We did not have a complete policy on Advanced License Plate Readers. The Chief will present a policy on License Plate readers approved by Lexipol. Lexipol has recommended changes/updates to our current policy. Chief Yehlik will present recommended changes at the meeting in a similar format to previous policy updates. Staff recommendation Approve/Deny recommended changes/updates as presented.  MEMO Prepared for: Public Safety Committee Staff Contact: Sarah Reese Meeting: Public Safety Committee - 17 Sep 2024 Subject: Retirement Policy - Police BACKGROUND INFORMATION: The City of New Richmond strives to make the transition from employment to retirement as smooth as possible for employees while being consistent in practice as we celebrate and honor those Police Officers who have served the City for five or more years. Staff will lead a discussion on the policy included in the packet. RECOMMENDATION: Staff recommends approval of the Department Retirement Policy for Police. ATTACHMENTS: Retirement policy - Police - 2024 - draft DEPARTMENT RETIREMENT – POLICE The City of New Richmond strives to make the transition from employment to retirement as smooth as possible for both the employee and the City. *Note that the City of New Richmond has no mandatory retirement age and any reference to retirement age in this policy is simply to define the age at which the City will classify employment termination as retirement and will support eligibility for retiree benefits. SCOPE: This policy applies to all Police Officers employed by the City of New Richmond for a minimum of five (5) years. ELIGIBILITY FOR RETIREMENT: In accordance with applicable laws and regulations, employees are not required to retire, but employees become eligible to retire at the end of the month in which they turn age sixty-five (65). For Protective employees (Fire and Police), “normal retirement age” is set at fifty-four (54) years old, with retirement being able to begin at age fifty (50) with at least 25 years of creditable service. NOTICE OF RETIREMENT: In accordance with the Employee Handbook, hourly Police Officers are strongly encouraged to provide a minimum of one (1) month notice of retirement. The notice should be made in writing and submitted to the Chief of Police and the Human Resources Manager. The Chief of Police and Deputy Chief are strongly encouraged to provide a minimum of three (3) months' notice of retirement in writing. PROTOCOL: Draft - 2024 Page 2 of 3 If the employee retires in good standing, the Chief of Police or their designee shall provide the retiree with a New Richmond Police Department patch, challenge coin, one (1) NRPD badge, and plaque to commemorate their service with the department. All department-issued equipment and remaining badges shall be returned to the Chief of Police or their designee at the retiree’s end of shift on their final working day. The St. Croix County Sheriff’s Office and Dispatch shall also be notified of the retirement. ATTACHMENTS: Emergency services escort policy - draft 2024 EMERGENCY SERVICES ESCORT FOR SCHOOL ACTIVITIES The City of New Richmond strives to support and recognize the achievements of the students at the New Richmond High School. SCOPE: This policy applies to achievements resulting in New Richmond High School students going to a State competition for a school sanctioned club, sport, or activity. PROTOCOL: The Head Coach/Advisor/Director shall be responsible to contact the New Richmond High School Activities Director to initiate a request for a Police and/or Fire escort out of New Richmond as they depart for the State competition. The Activities Director shall be responsible to notify the Police Department with as much notice as possible, with a minimum of 48 hour notice to an escort request. The Police Department shall coordinate with the Fire Department, and both Police and Fire shall endeavor to accommodate the escort request. In the event there is an emergency situation that arises prior to or at the time of the scheduled escort, the Police and Fire departments shall always prioritize response to the emergency situation and may not be able to provide advance notice of their inability to provide the escort with advance notice. RECOMMENDATION: Staff recommends putting bids out for squad cars.
