SCHEDULED COUNCIL MEETING MINUTES OF OCTOBER 19, 2020. Meeting was called to order by Mayor Patrick M. Cadle at 7:00pm. Explained 6 different sign options in our price range. COMMITTEE REPORTS BUILDINGS & GROUNDS‐ CHAIRPERSON DAVID SHEPHERD: Met last week and discussed systems 3 building. Preliminary layout design in beginning stages‐ would like to get a design out to engineer by beginning of year. SEWER & PUBLIC WORKS & COMMUNITY EVENTS‐ CHAIRPERSON HEATHER STEIN‐WELLS: BPA met last week. Next meeting November 10th, 2020. FINANCE & LONG‐TERM PLANNING‐ CHAIRPERSON ALLEN COLLINS: Met and discussed options on Cares Act money. STREETS, SIDEWALKS & RECREATION‐ CHAIRPERSON JAY LAMBES: N/A PUBLIC SAFETY & PUBLIC RELATIONS CHAIRPERSON JIM FRIEL: N/A LEGISLATION & PERSONNEL‐ CHAIRPERSON RANDY LITTLE: N/A DEPARMENT REPORTS: STREET/CEMETERY‐ TRAVIS: Leaf Pickup will start October 26th, 2020. POLICE DEPARTMENT‐ CHIEF HOLLAND: N/A FISCAL OFFICER‐ LISA STITELER: End of month September: $6,242,153.34 WATER/WASTE‐WATER – JARED MCFARLAND: N/A EMERGENCY SERVICES: NERS‐ September report: total of 6 incidents – Statewide burn ban – Please post online TRI COUNTY‐ 52 runs in Newcomerstown. Tri‐county is working with one in high school and one in training. PARK/POOL: N/A LEGAL COUNSEL‐ BOB STEPHENSON: N/A MAYOR: Mayor met with engineer from Thrasher and they are working on preliminary plans for the Splash pad. Truck stop‐ Mayor talked to representative from Englefield Oil. Asking 100K/acre for total of 16 acres Paving starting this week. October 30th is the closing for System 3 building. Met with Allen and NERS board on new negotiation contracts. Will start January 2021. Updates on Simonds Demo‐ bids on Phase 2 are due Friday October 23rd.
