VILLAGE OF NEWCOMERSTOWN ORDINANCE NO. 15 -2025 PASSED: AN ORDINANCE BY THE COUNCIL OF THE VILLAGE OF NEWCOMERSTOWN, OHIO TO AMEND ZONING ORDINANCE 12-2021 TO REGULATE THE STORAGE OF FIREWOOD WITHIN THE CORPORATION LIMITS OF THE VILLAGE OF NEWCOMERSTOWN AND DECLARING AN EMERGENCY WHEREAS, Village Council is concerned about the appropriate storage of firewood within Village limits; and WHEREAS, changes to the Village’s Zoning Ordinances were recommended by the Building and Grounds planning committee as it pertains to firewood storage within Village limits; and WHEREAS, the storage of firewood on residential premises pertains directly to the health and safety of Village residents; NOW THEREFORE BE IT ORDAINED BY THE COUNCIL OF THE VILLAGE OF NEWCOMERSTOWN: Section 1. That the Zoning Ordinances of Newcomerstown, Ohio, be amended by enacting a new Section Five to Ordinance 12-2021, covering “Exterior Property Maintenance Requirements,” to read as follows: “SECTION 5: Storge of Firewood Regulated. 1. No firewood pile on any residential premises may be located within the front yard or within 5 feet of side or rear property line, except where blocked from view by a fence, landscaping or structure. 2. All firewood piles on residential premises must be neatly stacked. 3. Firewood piles must be at least 5 feet from a house or other building structures. Section 2. That the current Section Five to Ordinance 12-2021, “Notice Regarding Exterior Property Maintenance Requirements,” becomes Section 6 of Ordinance 12-2021. Section 3. That this ordinance is declared to be an emergency measure and, provided it receives the affirmative vote of two-thirds of all the members elected to Council, it shall take effect and be in force immediately upon its passage and approval by the Mayor; otherwise it shall take effect and be in force from and after the earliest period allowed by law.” PASSED this _____ day of ___________________, 2025 ______________________________ PAT CADLE, MAYOR ADOPTED:  VILLAGE OF NEWCOMERSTOWN ORDINANCE NO. 15 -2025 PASSED: ATTEST: FISCAL OFFICER APPROVED AS TO FORM: _____ VILLAGE SOLICITOR
