VILLAGE OF NICHOLS -- Board Meeting April 12, 2022 Call to Order: by President Terry Scheller at 6:30 p.m., with Trustees Kathy Krull, Jerry Krull, Brent Gerdts and Tom Daniels present. Also present: Outagamie Cty Deputy Zack Van Goethem, Mark Engel, Roger Ort and Linda Hoes. Agenda: Motion by Kathy/Brent to approve the Agenda, carried. Outagamie Cty. Police Report: Deputy Goethem reported catalytic converter thefts are up and mail theft. He asked residents to be watchful and report any suspicious activity. Minutes: Motion by Jerry/Tom to approve the March 8, 2022 Regular Board Meeting minutes, carried. Treasurer’s Report: Motion by Kathy/Brent to approve the March report, carried. Bills to Approve: Motion by Tom/Jerry to approve the bills on Village checks #18536–18564 and four electronic withdrawals and Water Utility checks #2597-#2600, carried. Black Creek Police / Municipal Court Reports:  Review 1st Quarter billing.  No response to questions on dog bite and complaints. Guests:  Surveillance: Mark inquired if the board was aware of the cameras on some utility poles within the Village. Terry stated he would check into it. Water & Sewer Report (Roger):  Stumps: The quote to grind the two stumps in the park was $196.23, okayed by board.  Scrap Metal: A load of scrap metal was taken in for recycling. The $549 will be deposited in Water funds as most of it was from that department.  Lift Station: Speedy Clean vacuumed the lift station.  Street Sweeping: The Board approved the quote from Precision Sealing Coating, Inc. for 2022 Street Sweeping. Unfinished Business:  USDA Grant: CFCU Interim loan funds will be released soon. The first interest payment will be due on 4/25/2022. Three quotes will be obtained for a generator.  ARPA: Tabled.  Security Cameras: Tabled.  Comprehensive Plan: Tabled.  Storage Buildings & Containers: Tabled. Clerk to check with Black Creek and Shiocton. New Business:  Nichols Athletic Association 6-mo. Beer License: Motion by Terry/Tom to approve the license, carried. Trustees Kathy and Jerry abstained.  Lease Agreements: 1. Reviewed the expired Star Communications (Star) Lease agreement for the antennae on the Water Tower. The clerk will contact Star for additional funds due per the Termination clause and request a representative be at the May meeting to discuss an updated lease. 2. Reviewed Harter’s Fox Valley Disposal, Inc. contract. No action necessary.  Amend the 2021 Budget: Motion by Kathy/Terry to amend the 2021, effective December 31, 2021, allowing the use of previously approved outlay funds as follows: 1.) $6,750 from Equipment Replacement Outlay for the purchase of a John Deere Gator TS; and, 2.) $49,697 from Street Outlay for reconstruction of Scott Road and Piechocki Place, carried.
