VILLAGE OF NICHOLS -- Board Meeting
May 10, 2022
Call to Order: by President Terry Scheller at 6:30 p.m., with Trustees Kathy Krull, Jerry Krull, Brent
Gerdts and Tom Daniels present. Also present: Outagamie County Deputy Collar, Mark Engel,
Jean Diemel, Kimberly Diemel, Lyle Diemel, Brian Holbrook-Bird’s Eye Aviation, Roger Ort and
Linda Hoes.
Agenda: Motion by Jerry/Brent to approve the Agenda, carried.
Outagamie Cty. Police Report: Deputy Collar reported catalytic converter thefts continue
to be a problem. He was informed of ATVs running the streets after 10 p.m.
Minutes: Motion by Kathy/Tom to approve the April 12th Board Meeting and the April 27th Board
of Review minutes, carried.
Treasurer’s Report: Reviewed the report and discussed the Water Utility paying the Village
funds owed after the 2021 Audit. Motion by Kathy/Brent to approve the April Treasurer’s
report and the Utility paying funds owed the Village instead of adding it to the loan, carried
Bills to Approve: Motion by Jerry/Brent to approve the bills on Village checks #18565–18592 and
five electronic withdrawals and Water Utility checks #2601-#2605, carried.
Black Creek Police / Municipal Court Reports: (see guests)
Guests:
Brian Holbrook-Bird’s Eye Aviation: A framed 20”x30” aerial photo of the Village taken in
2019 and an 8”x10” taken in 1981 was shown to the Board. It was agreed to purchase the
large photo as it was taken the year of the Village’s Centennial celebration.
Exception to Ordinance 11-2-15 “Sexual Offender Residency Restrictions”: Reviewed the
letter from Chief James, Black Creek Police Dept. Lyle Diemel and other guests answered all
questions from the Board. Tabled for a Special Meeting on May 23rd in order to obtain
input from neighboring residents.
Water & Sewer Report (Roger):
Stumps: The stumps from the fallen trees in the park have been ground out.
Scrap Metal: Additional scrap metal was taken in for recycling. The $161.70 will be
deposited in Water funds to be used for equipment replacement.
WWTP Operator Certification: The DNR informed Roger that he needed to complete his
testing for the WWTP Operator Certification. The test will be taken next week.
CMAR: Roger is working on the annual report which will require Board approval in June.
Dumpsters: will be available in mid-June for Village residents-ONLY, to dispose of
unwanted items. Watch for posters for more information.
Flushing Hydrants: will be done soon. Again, watch for posters with the date and info.
Pavillion: Roger will look into getting shingles to repair the Park Shelter roof.
Unfinished Business:
Star Communications: The lease agreement renewal was tabled to June.
USDA Grant: Reviewed some quotes received for a generator. Mark Engel assisted with
answering Board questions. Tabled
ARPA: The required first report has been submitted to the Treasury.
Insurance renewal: Tabled to June for quotes from Truman Haase Zahn Ins. Agency and the
League of Wisconsin Municipalities.
Security Cameras: Tabled.
Comprehensive Plan: Tabled.
Storage Buildings & Containers: Reviewed information from the Village of Black Creek and
Shiocton and the City of Seymour. Clerk will check with the League of WI Municipalities.
New Business:
Outagamie County Hazard Mitigation Plan: Reviewed the County’s plan. The Clerk will
check with Outagamie County regarding costs. Tabled for the May 23rd Special meeting.
Operator’s License: Motion by Terry/Brent to approve the applications submitted by Kathy
Krull and Matthew Johnson, carried. Trustees Kathy and Jerry abstained.
Adjourn: Motion by Kathy/Brent to adjourn, carried.

Note: At the May 10th Board meeting it was agreed to waive the Special Meeting Board payment as
the majority of the board members would already be there for the Nichols’ Rural Fire Committee
meeting.
