VILLAGE OF NICHOLS -- Board Meeting June 14, 2022 Call to Order: by President Terry Scheller at 6:30 p.m., with Trustees Brent Gerdts, Tom Daniels, Kathy Krull, and Jerry Krull, present. Also present: Leah Lasecki-CLA, Brian Dandoy- McClone Ins, Aaron Pluger-THZ Ins, Traci Bloedorn, Deborah Hausman, Roger Ort, Linda Hoes. Agenda: Motion by Kathy/Tom to approve the Agenda, carried. Outagamie Cty. Police Report: none Minutes: Motion by Kathy/Brent to approve the May 10th Board Meeting and May 23rd Special Meeting minutes, carried. Treasurer’s Report: Motion by Brent/Tom to approve the May Treasurer’s Report and bank statements, carried. Bills to Approve: Motion by Kathy/Brent to approve the bills/VISA charges, paid on Village checks #18592–18625 and five electronic withdrawals; and, Water Utility checks #2606-#2611, carried. Guests:  Leah Lasecki, CLA,LLP: Reviewed the 2021 Financial Report.  2022/23 Insurance Package:  Aaron Pluger, Truman-Haase-Zahn Ins.: Reviewed the 2022/23 insurance package coverage, quoted at $12,348.  Brian Dandoy, McClone Ins.: Reviewed the 2022/23 LWM insurance package coverage, quoted at $9,953. Motion by Terry/Tom to accept McClone Ins.’s LWM insurance package, less the “No Fault Sewer” coverage, for a cost of $8,203, carried. Water & Sewer Report (Roger):  Tractor: Replaced the cutting blade for the bucket on the loader.  Dumpster: Posted that dumpsters will be in town from June 13th to the 18th for village residents only.  WWTP Operator Certification: Roger passed the Operator Certification test.  Trees: The new trees have been planted in the park.  Meter Testing: Two 1-1/2” meters and the Pumphouse meter were tested.  Phosphorus Report: Reviewed the report.  CMAR Report: Motion by Terry/Kathy to adopt CMAR Resolution #2022-0614.1, carried.  Recycle Bins: There are 3- bins left. Roger will check in to ordering 10 to 15 more.  Cell Phone: Will be purchasing a new phone as the flip phone is outdated. Black Creek Police / Municipal Court Reports: Traci Bloedorn and Deborah Hausman addressed concerns with the B.C. Police Dept’s response to complaints filed. Terry stated they could let him know of their complaints. He also said that concerns filed need to be enforceable ordinance violations. Discussed need for clarification of Black Creek ordinances adopted by Nichols. Also reviewed City of Seymour articles on residential property cleanup. Unfinished Business:  Star Communications: Reviewed and made changes to the letter being sent to Star Communications regarding an error in payments being made to the Water Utility. A new lease agreement needs to be drawn up to replace the existing agreement which expired with an auto-renewal clause. Also, will address the number of customers supported, both directly and piggy-backed.  USDA Grant: Will need to supply USDA with 3- generator quotes. An email has been sent to USDA requesting the okay to reimburse the Village from the interim loan for USDA expenses paid from Village funds. Corporate Network Solutions is able to assist with audio/video communication needs in the new addition, will contact for more info.  ARPA: The Village will be receiving the final funds within the next week. The total funds available will be transferred to a Money Market account until they are spent next year.  Security Cameras: Discussed options to keep or replace existing ones, tabled.  Comprehensive Plan: Tabled.  Storage Buildings & Containers: Will check with the League of WI Municipalities. New Business:  Combination Class B-Liquor & Beer license applications: Motion by Kathy/Jerry to approve the Combination license for Robin Ashman, carried.  Operator’s license applications: Motion by Kathy/Brent to approve the licenses for Amber Peeters, Kelly Bazile, Miranda Backmann, Madison Fahrbach, Kristan Fisch, Philip Gomm, Paula L Mack, Ann Probst, and Melanie Wichman, carried.  ECWRPC Resolution Request: Motion by Kathy/Jerry to approve Resolution No 2022- 0614.2 “Amending the Articles of Organization and the By-Laws of East Central Wisconsin Regional Planning Commission”, carried.  Mileage Reimbursement: Motion by Terry/Tom to increase the personal vehicle mileage reimbursement rate to .75 per mile (from .505) for the remainder of the 2022 calendar year effective immediately, due to the increased fuel cost, carried.  Recycle Bins: Discussed options to pay for needed extra bins, tabled.
