VILLAGE OF NICHOLS -- Board Meeting August 9, 2022 Call to Order: by President Terry Scheller at 6:30 p.m. with Trustees Brent Gerdts, Tom Daniels, and Jerry Krull, present. Trustee Kathy Krull was absent. Also present: Outagamie County Deputy Brent Krueger, Jerry Fuss and Linda Hoes. Agenda: Motion by Brent/Jerry to approve the Agenda, carried. Outagamie County Police Report: Everything has been pretty quiet. Minutes: Motion by Brent/Terry to approve the July 12th Board Meeting minutes with the following correction to the Water & Sewer Report (Roger), under the Recycle Bin’s bullet which should read: -> ‘Motion by Kathy/Terry to increase the Garbage rate from $33 per quarter to $36 per quarter retroactive to July 1, 2022 to help with the increased operating costs and the costs of replacing garbage and recycle bins, carried.’ Treasurer’s Report: Motion by Tom/Brent to approve the July Treasurer’s Report and bank statements, carried. Bills to Approve: Motion by Brent/Tom to approve the bills and VISA charges, paid on Village checks #18627–18687 and five electronic withdrawals; and, Water Utility checks #2617-#2623, carried. Guests: Black Creek Police Report: No report. Water & Sewer Report (Roger): Terry gave the report as Roger is on vacation.  WWTP: The pumps quit working. Terry was not notified by the alarm system, nor did the breaker switch off. Sabel Mechanical was called in to inspect the pumps but could not determine what caused the occurrence. Unfinished Business:  Star Communications: No response received, tabled  USDA Grant: A Special Meeting will be held on Tues., August 23 rd to adopt the “Resolution Authorizing the Issuance and Sale of $82,000 General Obligation Refunding Bonds”. On September 6th a pre-closing meeting and on September 13th a closing meeting will be held with Kou Xiong from USDA, Village Attorney Steven Frassetto, and the village president and clerk. The building addition is expected to be completed on th September 17 .  Corporate Network Solutions: Reviewed the revised quotes received for IT work/ equipment setup for the new office and conference rooms.  ARPA: No new information, tabled.   Security Cameras: Brent indicated he felt another board member should take over as he was selling his house and would be resigning his trustee position.  Comprehensive Plan: Tabled.  Storage Buildings & Containers: Tabled. New Business:  Jerry Fuss - Application for a Class B Combination Alcohol/Beer License: Board members reviewed the background check received. The opinion received by Village Attorney Steven Frassetto was read. Jerry stated his intent was to sell the bar but was advised by his realtor that if it were an operating bar it would be easier to sell. He indicated he would probably only be open Thursday, Friday, and Saturday each week. After much discussion, President Scheller asked for a roll call vote. A roll call vote was taken by the Clerk: Terry Scheller – No, Jerry Krull – No, Brent Gerdts – Yes, Tom Daniels – No With a vote of three No’s and one Yes, the application was denied. Correspondence:  Outagamie County Sales Tax Revenue Sharing: August 15, 2022 the County will be direct depositing the 2022- 1st installment. The Village’s share will be $2,067.
