NORFOLK, VIRGINIA MEETING OF COUNCIL TUESDAY, MARCH 25, 2025 Mayor Kenneth Cooper Alexander, called the meeting to order at 4:00 p.m., with the following members present: Mr. Carlos J. Clanton, Mrs. Courtney R. Doyle, Mrs. Mamie B. Johnson, Mr. Jeremy D. McGee, Mr. John E. Paige, Mr. Thomas R. Smigiel Jr., and Vice Mayor Martin A. Thomas Jr. AGENDA Flock cameras Mr. Pishko stated that two or three Flock cameras have been installed in the Lochhaven neighborhood as part of the civic league’s neighborhood watch security initiative and are owned by the neighborhood. The city’s only role was to allow the cameras to be placed in the city right-of-way. The photo camera can take snapshots of rear license plate numbers and that information is transmitted electronically to Flock headquarters. No one locally has access to the photographs. Flock can retrieve information by license plate number and/or identifying features of the automobile. CLOSED SESSION Motion for closed session was approved at 4:01 p.m. for purposes which are set out in Clause 29, 3 and 1 of subsection (A) of Section 2.2-3711 of the Virginia Freedom of Information Act, as amended: (29) Discussion of the award of a public contract in Ward 4 area where terms and scope of the contract in an open session would adversely affect the negotiating strategy of the public body.
