Thomas Jr. AGENDA Norfolk Fire-Rescue Update Presenters: Mr. Damon Langley, Fire Marshal Mr. Glen Williams, Battalion Chief, Public Information Officer Mr. Sidney Carroll, Fire Chief Ms. Michelle Morgan, Fire-Rescue Training, Public Educator Instructor Mr. Drew Savage, Acting Deputy Fire Chief Mr. Wayne Watson, Assistant Fire Chief Chief Carroll stated that today’s presentation provides an overview of Fire-Rescue’s fire prevention activities and initiatives. He introduced the Fire-Rescue staff: Mr. Glen Williams, Ms. Michelle Morgan, Mr. Damon Langley, Mr. Wayne Watson, and Mr. Drew Savage. He added that Mr. Savage has just been appointed the Fire Chief for Winchester, Virginia. Mr. Langley reported as follows: Norfolk Fire-Rescue Fire Prevention Activities Recent Activities Norfolk Fire-Rescue has responded to four significant events that have resulted in three fatalities, and one critically injured patient. The deaths are an uncommon occurrence in such a short period of time. Mr. Langley stated these incidents have had a profound impact on the Fire-Rescue team and they are deeply committed to supporting those affected and ensuring the safety and well- being of the community moving forward. He noted that it is uncommon to have so many events in such a short time. Mission Statement The mission of Norfolk Fire-Rescue is to protect life, property, and the environment by providing public education, preventing and suppressing fires, mitigating hazards and caring for the sick and injured. -1-  Public Education The Public Educator is an army of one. They act as an extension of our Public Education division of one to assist with community engagement events, static displays, civic league engagements, and various special events. Various trainings and drills are supplemented by members of the NFR’s Operations division. 2024 Community Engagement Total= 20,465 participants  Burn care and cooking safety (50)  Fire Extinguisher use (57)  Civic League meetings (5)  CPR instruction (17)  Fall/trip hazards (2)  Fire/evacuation drills (11)  Community Involvement through schools, social media campaigns, civic leagues  Fire Safety Tools such as smoke detectors, fire safety plans, and emergency planning information kits  Special Needs Populations Mr. Langley stated that cooking fires are the key cause of fires in the city, approximately 80%. (Pie chart presented) Fire Code Enforcement Inspections and Citizen Concerns  Improper uses  Hoarding  Environmental issues Key Objectives Fire Investigation Origin and Cause Determination  Investigate for origin and cause  Coordinate with occupants for item retrieval and assistance  Apply placards for safety  Turn scene over to Healthy Neighborhoods for follow up Duties of a Norfolk Fire Marshal Related to Fires Responsible for the investigation of all fires which occur in the City of Norfolk, including the following:  Suspicious fires  Explosives  Arson (including attempts)  Fires where injury or death occur  Threats to burn/bomb Fire Investigations Post Fire Considerations -2-  Origin and Cause  Preventative measures  Red tags and Placarding Training and Drills Internal and External  Firefighter Training  Public Safety Drills  Hazardous Material Awareness Mr. Willaims reported as follows: Regarding the recent fires: Mr. Williams stated his goal has been to help educate citizens on what has happened and what they can do to prevent a similar situation from happening in their homes. NFR has communicated many messages via social media and local media. He added that the city’s Communications Department has been instrumental in helping get the word out, as well. They also put out reminders during holidays on fire safety preparations. Free Smoke Detector Installation NFR installed 294 smoke detectors in 2024 American Red Cross partnered with NFR on the annual Smoke Alarm Blitz  2023 targeted Berkley  2024 targeted Barraud Park  2025 will be named the “Norfolk Home Fire Campaign” Denby Park and Oakdale Farms Smoke Alarm Request Line Norfolk Cares 757-664-6510 Healthyneighborhoods@Norfolk.gov Councilwoman Johnson suggested that additional NFR public instructors are needed. Councilman Paige stated he recently learned if there is a problem with a utility box and a citizen calls the fire department, Fire-Rescue comes on scene and they make the necessary call for what is needed on site. Councilman Paige asked that as we plan new development of GEM lots in neighborhoods such as Huntersville, to be mindful that adequate space between parked automobiles is needed for the ingress and egress of emergency vehicles. Councilman Paige asked the City Manager to look at providing funding for citizens waiting on the Red Cross who need immediate shelter and have nowhere to go but a hotel. On behalf of City Council, Mayor Alexander thanked Fire-Rescue for all they do to help the citizens of Norfolk, noting that last year they responded to more than 50,000 calls and more than 20,000 community engagements. -3-  City Planning Update Presenter: Mr. Bobby Tajan, Director of Planning Mr. Tajan reported as follows: Zoning Text Amendment Kennel Accessory Use – Colley Ave and 21st St PCOs  This request was made by the Ghent Business Association to accommodate potential new businesses to the district that provide services for pets.  The proposed amendments allows for Kennels as an accessory use by Conditional Use Permit (CUP). City Planning Commission, by a vote of 6-0, recommends approval. Zoning Text Amendment Accessory Dwelling Units This request was initiated by the City Planning Commission to amend the existing regulations regarding Accessory Dwelling Units (ADUs) (photographs presented)  ADUs are permitted in all residential zoning districts except Multifamily Apartment Complex.  The proposed changes will allow the use by-right in more residential districts, allow a slight increase in unit area, improve performance standards with current best practices, and allow for a conditional use permit to vary from the standards.  All ADUs will only permit by-right on lots that meet the minimum lot requirements. Existing Regulation  500 sq. ft. maximum or 25% of residence size whichever is less.  Requires utilities to be tied into existing residence utilities.  ADU shall have the same driveway as the principal dwelling unit.  An additional parking space is required for the ADU.  ADU shall comply with all regulations. Proposed Regulation  800 sq. ft. maximum or 50% of residence size whichever is less.  Allows either tied in or separate utilities.  Defaults to existing driveway regulations.  The residence must be compliant with parking requirements for the existing use.  ADU permitted to vary from regulations upon the granting of a CUP. City Planning Commission, by a vote of 6-0, recommends approval.  Provides diversity of housing with minimal impacts to surrounding properties and neighborhood.  Updates regulations with best practices. -4-  Vice Mayor Thomas asked to provide to Council a one-page informational sheet that can be shared with the civic leagues noting all the changes. Mayor Alexander echoed Vice Mayor Thomas and asked to include clarification for the following:  Can the ADU be a separate address from the property it is attached to?  Can the ADU be rented or sub-leased?  How many non-related individuals can live in a single-family home with an ADU? Mr. Roberts stated that based on Council’s comments, Neighborhood Services will distribute the one-page that’s been discussed to all the civic associations and allow some time for socialization before they bring it before Council.
