Mayor Kenneth Cooper Alexander, called the meeting to order at 4:00 p.m., with the following
members present: Mrs. Courtney R. Doyle, Mrs. Mamie B. Johnson, Mr. Jeremy D. McGee, Mr.

Mr. Rotunno reported as follows:
What is Advanced Metering Infrastructure (AMI)
AMI – integrated system of communication networks, meters and sensors, data management
systems, and people and processes.
Current and Future Meter Reading
Current:
Approximately 70,000 total water meters; vast majority of them are located outdoors in
water meter boxes
Visual Read Mechanical Meters
Walk-by meter reading performed by contractors once per month

Councilman McGee asked Mr. Rotunno to provide to Council what the potential cost savings
will be to the city once the new system is fully implemented.
Southeastern Public Service Authority – Contract Update
Presenter: Mr. Dennis Bagley, Executive Director, SPSA
Mr. Bagley reported as follows:
Current Use and Support Agreements
Effective as of January 25, 2018, SPSA entered into identical Use and Support Agreements
with each of SPSA’s eight (8) member communities.
The Use and Support Agreements are the fundamental documents defining the duties and
responsibilities of SPSA and the member localities
The initial term of the Use and Support Agreements ends on June 30, 2027.
Each Use and Support Agreements will automatically renew for ten additional years unless a
member community provides SPSA written notice at least 18 months in advance (December
31, 2025) of its intent not to renew the agreement.
Why Renew the Use and Support Agreement with SPSA
SPSA has a proven track record of delivering efficient and innovative solid waste management
services.
SPSA and the City of Norfolk have partnered to provide excellent service to Norfolk citizens
for decades.
SPSA has recently obtained all the regulatory permits for expansion of the regional landfill
which will provide SPSA member localities with assured solid waste disposal capacity
through the year 2060 under existing disposal practices – and much longer with alternative
disposal practices.
Future Disposal Capacity
Maintaining future disposal capacity at the Regional Landfill (RLF) is critical to providing
economical disposal rates for the region.
Because the landfill is located on wetlands that are hydrologically part of the Great Dismal
Swamp, the permitting process for Cells VIII and IX was complex and very difficult. Wetland
mitigation requirements in the permit virtually ensure that there will be no expansion
beyond Cells VIII and IX.
At current waste volumes and disposal practices, the Regional Landfill would reach permitted
capacity in the year 2060.
After 2060, waste would have to be hauled to private landfills outside of the SPSA service
area.
Projected disposal cost after the RLF reaches capacity would exceed $125/ton (in present-
day dollars), compared to today’s costs of $65/ton.

How to Reduce the Volume of Waste Requiring Disposal
In February of 2024, SPSA issued a Request for Proposals to provide an Alternative Waste
Disposal mechanism for the Region.
SPSA is finalizing contract negotiations with Commonwealth Sortation LLC to provide a mixed-
waste sorting facility using AI and robotics to remove recyclables and organics. This contract
would guarantee a diversion rate of 50%:
20% of the waste would be recycled
30% of the waste (the Organics) would be processed by pyrolysis creating Biochar which
has many beneficial uses.
Alternative Waste Disposal would reduce the waste stream by 50% and extend the life of the
Regional Landfill through the year 2095.
Other Benefits
Commonwealth Sortation plans to invest more than $100 million dollars in new processing
facilities in the region.
Recycling Rate would increase from approximately 7% to a contractually guaranteed 20%.
Landfill diversion rates would increase from approximately 7% to a contractually guaranteed
50%.
Next Steps
Each Member Community will be asked to execute an amendment to the Use and Support
Agreement that would increase the pending 10-year extension to 20 years. The amendment
would be effective only if a contract between SPSA and Commonwealth Sortation is
approved by 75% of the SPSA Board of Directors before December 1, 2025.
After new Use and Support Agreement Amendments are executed, the SPSA Board would
vote on whether to approve and execute a contract with Commonwealth Sortation prior to
December 1, 2025.
A super majority consisting of 12 of the 16 members is required to approve the terms and
allow for the execution of a contract.
There would be a phased “ramp up” of processing capabilities through 2028.
