COMMUNITY DEVELOPMENT
BLOCK GRANT PROGRAM
The CDBG Neighborhood Meeting of the City of Norman, Cleveland County, State of Oklahoma,
met for the Neighborhood Meeting on January 22, 2020, at 6:00 p.m. Notice and Agenda of the
meeting were posted at the Norman Municipal Building and at www.Normanok.gov twenty-four
hours prior to the beginning of the meeting.
Lisa Krieg, CDBG Grant Manager called the meeting to order at 6:05pm.
Item No. 1, being: Introductions.

Item No. 2, being: Approval of the Minutes from the January 8, 2020 meeting.
Motion by Heidi Smith to approve; Second by Linn Blohm. All approve.
Item No. 3 being: Discussion of CDBG Target Area and Census Data.
Lisa Krieg gave a presentation explaining the CDBG Target Areas. They are: Original Townsite,
Old Silk Stocking, First Courthouse, Larsh/Miller, and University. The census data is used to
determine whether 51% of the households in these neighborhoods are classified as low to moderate
income. There was discussion about whether to expand the target areas, but as the program will
still receive the same amount of funding regardless of area size it was decided to keep the same
target areas.
Item No. 4 being: Discussion of Specific Neighborhood Needs and Potential Projects.
There was discussion about potential projects such as a tree removal/repair program, expanding
the Original Townsite programs, matching homeowner funds for repairs, partnering with
vocational schools, funding the ID events, and promoting the CDBG programs more aggressively.
Item No. 5 being: Discussion Pertaining to Neighborhood Organization efforts.
There is a need for neighborhood organization, and the City of Norman can assist in several ways,
such as organization of a Neighborhood Watch, establish Neighborhood Leadership Training, have
a facilitated discussion about neighbors’ expectations of the associations’ mission, purpose, goals
and future projects, and provide funding for CDBG eligible activities undertaken by the
neighborhood. Social Media can help with neighborhood organization.
A social work class from OU will be analyzing the neighborhoods this semester.

The meeting schedule was sent out, please note that one meeting date moved to February 12th.

The meeting adjourned at 7:32p.m.
