OFFICIAL MINUTES – MEETING OF May 6, 2024 Village of North Fond du Lac – BOARD OF TRUSTEES Board Present Staff Present Mike Streetar – President Nick Leonard- Administrator John Duffy- Trustee Pete Vergos- Police Chief Chuck Hornung- Trustee Heather Wegner-Library Director Ann Price – Trustee Jake Flaherty-Fire/EMS Chief Mike Will-Trustee Mitch Vis- Dir. of Public Works Others present: Ken and Jackie Jurkowski- 1508 Shelley Ct, Dennis Dilts and Leona Ebert- 32 Mockingbird A. ROLL CALL OF OFFICERS Streetar called the meeting to order at 6:00 PM. Duffy, Hornung, Streetar, Price, and Will present. B. PLEDGE OF ALLEGIANCE C. CITIZENS PARTICIPATION 1. Jackie Jurkowski- 1508 Shelley Ct. voiced her disappointment of not being reappointed to the Library Board after 30 plus years of service. Jackie commented on her commitment and support of the Spillman Library and the staff and reminded the Board of the importance of funding the Library. 2. Leona Ebert- 32 Mockingbird Lane voiced her concerns of speeding in Gaslight Terrace. She also asked if the Village could do more with animal control and all of the feral cats. Finally, she asked what could be done with dog owners who don’t clean up after their dogs while on walks. D. ANNOUNCEMENTS E. PRESIDENT’S BUSINESS AND STAFF REPORTS 1. Administrator Leonard and present Department Heads gave a summary of the weekly report along with representatives from the FDL County Board F. CONSENT AGENDA 1. Approve the minutes of the following Village Board Meeting: 04/15/2024. 2. Approve invoices and authorize checks to be drawn on the respective funds as indicated. 3. Approve the following operator licenses: Bailey Beyer-GPM Investments-Permanent Bridget Canales-NFDL Youth Sports-Renewal 3405 Logen Drive 1012 Michigan Ave Oshkosh, WI North Fond du Lac, WI Motion to approve by Will, second by Price. 5 ayes. Motion carries. G. ADMINISTRATIVE 1. The 2023 Financial Audit was presented to the Board by John Rader from Baker Tilly. Rader highlighted portions of the audit and noted the Village is in good financial health. The Board and Administrator Leonard thanked Rader and his team for their continued work as our auditor. Motion by Hornung to approve the 2023 Financial Audits, second by Duffy. 5 ayes. Motion carries. 2. The Board discussed the use of State and Local Fiscal Recovery Funds (SLFRF) in the Village of North Fond du Lac. Administrator Leonard updated the Board on the current projects and potential future projects. Duffy asked about the possibility of adding a couple more FLOCK cameras and asked that it be placed on a future agenda. 3. The Board discussed the Fire Department apparatus replacement plan and the 5 year CIP. Chief Flaherty explained the details of the quotations he has received for the replacement of 510. Flaherty looked into a different vendor. The new vendor offered substantial savings when compared to the  other quotes received. This would reduce the cost of 510 to under $182K. Flaherty also explained that the replacement of 507 would be slightly over budget up to $75K, but overall the combined vehicles would be $100K under budget. Motion by Duffy to approve the ordering of 510 not to exceed $182K for the 2025 CIP and also the ordering of 507 not to exceed $75K for the 2025 CIP. Second by Hornung. 5 Ayes. Motion carries. 4. The Board discussed the following license applications for the 2024 license period: CLASS “B” FERMENTED MALT BEVERAGE and INTOXICATION LIQUOR 6 MONTH LICENSE FOR THE 2024 LICENSE PERIOD (May 1, 2024-November 1, 2024): NFDL Youth Athletic Association 720 Glenwood Dr 234 Winnebago Street Donald Coats, Jr, Agent Fond du Lac, WI 54935 N Fond du Lac, WI 54937 Motion to approve by Price, second by Will. 5 ayes. Motion carries. H. RESOLUTIONS 1.The Board discussed Resolution-06-2024 – a resolution proclaiming Kids to Parks Day in the Village of North Fond du Lac. Motion to approve by Hornung, second by Duffy. 5 ayes. Motion carries. 2. The Board discussed Resolution-07-2024 – a resolution designating National Peace Officer Memorial Day and National Police Week in the Village of North Fond du Lac. Motion to approve by Will, second by Duffy. 5 ayes. Motion carries. I. UNFINISHED BUSINESS J. NEW BUSINESS K. CLOSED SESSION A motion was made by Price with a second by Hornung to go into a closed session at 7:55PM. Roll Call: Duffy-yes, Hornung-yes, Streetar-yes, Price-yes, Will-yes. 1. The Village Board may convene in executive session pursuant to Wis. Stats, Section 19.85 (c), considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility: a. Administrator Reveiw After deliberating in closed session, the Board may move to reconvene in open session to take formal action on the preceding subject of closed session, if appropriate; or to conduct discussion or give consideration where the subject is not appropriate for closed session consideration. The Board may adjourn in closed session. . A motion to adjourn was made by Hornung with a second by Duffy at 8:38PM. 5 ayes.
