OFFICIAL MINUTES – MEETING OF May 20, 2024 Village of North Fond du Lac – BOARD OF TRUSTEES Board Present Staff Present Mike Streetar – President Nick Leonard- Administrator John Duffy- Trustee Pete Vergos- Police Chief Chuck Hornung – Trustee Jake Flaherty-Fire/EMS Chief Mike Will-Trustee Mitch Vis- Dir. of Public Works Ann Price- Trustee- Excused Others present: Manuel Avila- 103 Polk St., Laura Zibelsky- 102 Polk St., Vincent Schanowski- 1006 Bechaud Ave. A. ROLL CALL OF OFFICERS Streetar called the meeting to order at 6:00 PM. Duffy, Hornung, Streetar, and Will present. Price excused. B. PLEDGE OF ALLEGIANCE C. CITIZENS PARTICIPATION 1. Manuel Avila, 103 Polk St. stated he had been served papers by his neighbor due to his neighbor’s garage being built too close to the property line. Manuel asked who is to be held accountable from the Village for allowing the garage to be built too close to the property line. D. ANNOUNCEMENTS E. PRESIDENT’S BUSINESS AND STAFF REPORTS 1. Administrator Leonard and present Department Heads gave a summary of the weekly report. F. CONSENT AGENDA 1. Approve the minutes of the following Village Board Meeting: 05/06/2024. 2. Approve invoices and authorize checks to be drawn on the respective funds as indicated. 3. Approve the following operator licenses: Scott Thuesch-GPM Investments- Permanent Gabriella Pass- GPM Investments- Renewal 537 Sherwood Ave 467 South Military Road Fond du Lac, WI Fond du Lac, WI Chad Engebregtsen- The Last Shot- Permanent 35 N. Royal Ave Fond du Lac, WI Motion to approve by Will, second by Hornung 4 ayes. Motion carries. G. ADMINISTRATIVE 1. Administrator Leonard informed the Board that the Village offices will be closed July 4th and July 5th. 2. The Board was updated on the use of State and Local Fiscal Recovery Funds (SLFRF) in the Village of North Fond du Lac. 3. The Board discussed the following committee and board appointments: Plan Commission- Jim Livieri, Brandon Switz, Mitch Vis Library Board- Anthony Rasmussen, Gail Hock, Sherry Freiberg Board of Zoning Appeals- Tony Faust Police and Fire Commission- Steve Hock Administrative Rules Appeals Board- Donna McEssy Alternate Check Signer- Mike Will  4. The Board discussed the Temporary Class B Retailers license for North Fondy Fest (200 Winnebago) for June 15, 2024. Motion by Hornung to approve, second by Duffy. 4 ayes. Motion carries. H. RESOLUTION 1. The Board discussed Resolution-08-2024 – a resolution designating the week of May 19- 25, 2024 as Emergency Medical Services Week in the Village of North Fond du Lac. Motion to approve by Will, second by Duffy. 4 Ayes. Motion carries. I. ORDINANCE 1. The Board discussed Ordinance-05-2024 – an ordinance revising Village Ordinance 21.12(1)(h) accessory uses and structures relating to gazebos and pergolas. First reading only. J. UNFINISHED BUSINESS K. NEW BUSINESS L. CLOSED SESSION 1. Motion to go into closed session at 6:32 PM by Hornung, second by Will. Roll call: Duffy- yes, Hornung- yes, Streetar- yes, Will- yes. The Board convened in executive session pursuant to Wis. Stats, Section 19.85 (e), deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session: 1. Consideration of real estate purchase. After deliberating in closed session, the Board may move to reconvene in open session to take formal action on the preceding subject of closed session, if appropriate; or to conduct discussion or give consideration where the subject is not appropriate for closed session consideration. The Board may adjourn in closed session. Motion to return to open session by Streetar at 6:45, second by Hornung. Roll call: Duffy- yes, Hornung- yes, Streetar- yes, Will- yes. K. ADJOURNMENT A motion was made by Hornung with a second by Duffy to adjourn at 6:45 PM.- 4 ayes.
