OFFICIAL MINUTES – MEETING OF July 7, 2025 Village of North Fond du Lac – BOARD OF TRUSTEES Board Present Staff Present Mike Streetar – President Nick Leonard- Administrator John Duffy- Trustee Mitch Vis- Director of Public Works Chuck Hornung- Trustee Pete Vergos- Police Chief Gary Schaub- Trustee Heather Wegner-Library Director Jake Flaherty-Fire/EMS Chief Mike Will-Trustee- Excused Others present: Lisa McArthur, Envision Greater Fond du Lac Streetar called the meeting to order at 6:00 PM. Duffy, Hornung, and Schaub present, Will excused. A. ROLL CALL OF OFFICES B. PLEDGE OF ALLEGIANCE C. CITIZENS PARTICIPATION D. ANNOUNCEMENTS E. PRESIDENT’S BUSINESS AND STAFF REPORTS 1. Administrator Leonard and present Department Heads gave a summary of the weekly reports along with present County Board members. F. CONSENT AGENDA 1. Approve the minutes of the following Village Board Meeting: 06/16/2025. 2. Approve invoices and authorize checks to be drawn on the respective funds as indicated. 3. Approve the following operator licenses: Chrystal Ramsey-Station Prospect-Renewal Scott Theusch- R Store- Renewal 1070 Prospect Ave #2 537 Sherwood Ave. #1 North Fond du Lac, WI Fond du Lac, WI Jessica Ramirez-Los Compadres-Permanent Yan Morales-Los Compadres-Renewal 76 W. Follett St. 403 E 10th St. Fond du Lac, WI Fond du Lac, WI Micah Toeller-R Store-Permanent Justine Blake-Station Prospect-Permanent W2635 Cty Rd F 1417 Oregon St. Campbellsport, WI Oshkosh, WI Motion to approve by Hornung, second by Schaub. 4 Ayes. Motion carries. G. ADMINISTRATIVE 1. The Board discussed the bids for Well Station #5 construction project. Vis explained 3 bids were received ranging from $1,446,725.00 to $1,622,200.50 and that the low bid was from Rhode Brothers, Inc. The low bid amount was within $1,500 of the engineer’s estimate. Vis recommended awarding the bid to Rhode Brothers, Inc. Leonard also explained that this project will likely raise water rates as it is such a large expense. Staff will be working with Baker Tilly to complete a rate study through the Wisconsin Public Service Commission. This process will start after August 1, 2025 and will look at this and future project and adjust rates accordingly. Motion to award the contract to Rhode Brothers, Inc. in the amount of $1,446,725.00 by Schaub, second by Duffy. 4 Ayes. Motion carries. H. RESOLUTIONS 1. The Board discussed Resolution-07-2025, a resolution appointing Troy Damsteegt as temporary municipal judge for Lakeside Municipal Court. Leonard explained that this temporary appointment will end November 18, 2025 at which time the elected Judge from the November 4th election will assume duty. Motion to approve Resolution-07-2025 by Hornung, second by Duffy. 4 Ayes. Motion carries. 2. The Board discussed Resolution-08-2025, a resolution ordering a special election for Municipal Judge of Lakeside Municipal Court to be held on November 4, 2025. Leonard explained that this is a special election to fill the remaining term of the Lakeside Municipal Court Judge position until April of 2027. Motion to approve Resolution-08-2025 by Duffy, second by Schaub. 4 Ayes. Motion Carries. I. ORDINANCES 1. The Board discussed Ordinance-2025-07, an ordinance amending Village Ordinance 10.06(4)(a)- Illegal use of streets. This would clarify that it is illegal to blow grass clippings and lawn debris into the street. Second reading Motion to approve Ordinance-2025-07 by Duffy, second by Hornung. Roll call: Duffy-yes, Hornung- yes, Streetar- yes, Schaub- yes. Motion carries. J. UNFINISHED BUSINESS 1. Streetar thanked all of the Village staff that helped and assisted with North Fondy Fest and helped make it a success. K. ADJOURNMENT A motion was made by Schaub, second by Duffy to adjourn at 6:44 pm.- All ayes.
