OFFICIAL MINUTES – MEETING OF July 21, 2025 Village of North Fond du Lac – BOARD OF TRUSTEES Board Present Staff Present Mike Streetar – President Nick Leonard- Administrator John Duffy- Trustee Pete Vergos-Police Chief Chuck Hornung- Trustee Jake Flaherty-EMS/Fire Chief Mike Will-Trustee Mitch Vis-Director of Public Works Gary Schaub-Trustee-excused Others present: A. ROLL CALL OF OFFICERS Streetar called the meeting to order at 6:00 PM. Duffy, Hornung, Streetar, and Will present. B. PLEDGE OF ALLEGIANCE C. CITIZENS PARTICIPATION D. ANNOUNCEMENTS 1. Chief Flaherty presented Brian Goldapske with a Life Saving Award from North Fond du Lac Fire and EMS for life saving measures performed on his daughter on April 11, 2024. Brian performed life saving measures on his daughter after she was struck by a vehicle prior to the ambulance arriving on scene that saved her life. E. PRESIDENTS BUSINESS AND STAFF REPORTS 1. Administrator Leonard and present Department Heads gave a summary of the weekly report along with some updates from County Board members. F. CONSENT AGENDA 1. Approve the minutes of the following Village Board Meeting: 07/07/2025. 2. Approve invoices and authorize checks to be drawn on the respective funds as indicated. Motion to approve by Will, second by Duffy. 4 ayes. Motion carries. G. ADMINISTRATIVE 1. The Board discussed the Prospect Avenue corridor project. Leonard and Vis gave an update on the funding availability and would like to apply for Highway Safety Improvement Program funding through WisDOT. This funding is 90% federally funding with 10% local match. This funding would not be available for traffic signals but would be applicable to the lane reconfiguration and crosswalk improvements. This would not prohibit the Village from continue to explore the traffic signals at McKinley and Prospect. Will asked to get a firmer estimate put together for the traffic signals. Duffy said he is hesitant to move forward because the current changes have helped and is also hesitant with the bike lane. Leonard said that he feels the need for the lane reconfiguration hasn’t changed and especially the crosswalk areas. Duffy has heard from residents wondering if there is still the need for the project. Streetar thought that the crosswalk improvements would at least provide a safe place for crossing and that it is up to the residents to use them appropriately. Hornung likes the fact that the reconfiguration would allow you to get out of traffic lanes to turn left without worrying about getting rear ended and he was all for the project. Vis added that the open house meeting he thought went very well and those in attendance were for the project after hearing the explanation. Will added that he has been involved in many similar projects through the County Highway Commission and these lane configurations work very well and he is in support of this project. Motion to award move forward with the HSIP grant application by Hornung, second by Will. 4 ayes. Motion carries. H. ORDINANCE 1. The Board discusses Ordinance-2025-08, an ordinance amending Village Ordinance 14.05(11)(d)3 regarding the keeping of chickens. First reading. Leonard explained that this change would allow a chicken coop in addition to a shed, pergola, or gazebo as some residents have asked to change this. The Plan Commission discussed the change and recommended approval. I. UNFINISHED BUSINESS J. NEW BUSINESS K. CLOSED SESSION 1. Motion by Hornung, second by Duffy to convene in executive session at 7:09 pm pursuant to Wis. Stats, Section 19.85 (e), deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session: 1. Consideration and initial discussions of potential development. AND 2. Convene in executive session pursuant to Wisconsin State Statutes 19.85(1) (c) considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. 1. IAFF Union contract. Roll Call: Duffy-yes, Hornung-yes, Streetar-yes, Will-yes After deliberating in closed session, the Board may move to reconvene in open session to take formal action on the preceding subject of closed session, if appropriate; or to conduct discussion or give consideration where the subject is not appropriate for closed session consideration. The Board may adjourn in closed session. L.
