Meeting Minutes July 2, 2015 6:00 PM Present: Raymond DeBlasio, Kevin Harkins, Lisa Harrison, Michael Menders, Jane O’Friel, Joanne Philbrick, and Lottie Scott Absent: Cynthia Litton Call to Order: The special meeting of the Commission for Persons with Disabilities was called to order at 6:00 pm by Michael Menders. Determination of Quorum: It was determined a quorum was present. Approval of Minutes: Ray noted that Kevin was listed as both present and absent. The correction was made that Kevin was absent. On a motion made by Kevin, seconded by Joanne, the minutes from the previous meetings on June 4, 2015 were unanimously approved with the one correction. Review of Draft Commission By-Laws: After several minor grammatical changes were made, Kevin made a motion to accept the Commission By-Laws and Ray seconded, the Commission voted to accept the By-Laws. Lottie abstained from the vote as she was not present during the reviewing process. Old Business: Jane said Sharron Heddle of Disability Network of Eastern Connecticut notified her of available funds to build ramps in Norwich, Norwich Town, Taftville, Greenville or Occum. Kevin suggested forwarding the information to The Clergy Association for public notification. Joanne suggested possible notification on the City’s web site. New Business: Attorney Michael Driscoll informed Michael Menders (at a separate meeting to review the By-Laws) that all the Commission’s meetings should be categorized as “Special Meetings” because a full year’s schedule was not produced. The meetings will be categorized as “Regular” starting in January. Barry Ellison of Norwich Public Works called Mike and told him that about twenty residents called in to complain about difficulties handling the new trach and recycling receptacles. Smaller easier to handle receptacles will be available to residents that are having problems in September. In the interim the large receptacles can be left at curbside. Other: No discussion. Adjournment: On a motion from Joanne, seconded by Jane, the meeting adjourned at 7:00 pm. The next special meeting will be at 6pm on Thursday, August 6, 2015 at Norwich City Hall, Room 319.
