BOARD OF REVIEW - DANGEROUS BUILDINGS MINUTES Wednesday, June 24, 2015 5:00 PM Committee members present: Gary Schnip, Alderwoman Sofee Noblick, James Quarto, James Heist, Joseph East Committee members absent: Richard Caron, Sr. Others Present: James Troeger: City of Norwich Building Official Citizens Present: Gloria Warheide and Bob Rands 1. Call to Order: Alderwoman Noblick called the meeting to order at 5:41 PM. 2. Determination of a Quorum: It was determined that a quorum was present. 3. Acceptance of Minutes of May 27, 2015: On a motion by Jim Heist, seconded by Joe East, the minutes of May 27, 2015 were unanimously approved with Tucker Braddock removed as a Committee member. 4. Communications: James Troeger reported no communications. 5. Blight updates/concerns: a) 46 School Street- Per Jim Troeger, he spoke with the owner. She has some prices. Jim told her he will begin citing the property. b) 556 East Main Street- Jim talked to the owner. He is working on the house next door which he also bought. Jim asked him to come to this meeting, but he could not make it. Jim will invite him to the July 22 meeting. c) 130 Prospect Street - no report d) 15 Park Street - Jim Troeger reported that a citation went out, but the owner has done nothing. e) 218 Washington Street - Jim Troeger had no report. He will speak with Attorney Michael Driscoll to make sure the blight information was sent. 6. Watch List: a) 16 Fountain Street - Jim Troeger spoke with the owner. He says he will work on it more. Jim Heist said the garbage is increasing and there is no dumpster. Joe East noted that the owner can be cited for not having garbage in a proper container. b) 195 Broad Street – Jim Troeger reported that the property is bank owned now. The roof has been patched. c) 8 West Town Street Fence - Within the next couple weeks he will finish the fence. The owner has the materials. d) 241 Broadway – Richard Hamar has worked on the porch. e) 23 Pearl Street – This property has a collapsing carriage house. Jim Troeger will see if citing has been done. f) Otrobando Barn - no update g) 60 6th Street – no update 7. City Owned Properties a) 34 Lake Street Garage – There is interest in purchasing the property. b) 11 Lake Street- no report c) Reid and Hughes - Jim Troeger has been in the building again and reported no noticeable changes in condition. 8. Public Comments: Gloria Warheide and Bob Rands gave an update on the 98 Washington Street property. Bob reported he has worked around the highest window. He has reconditioned the wood and fabricated pieces. He is in the process of replacing siding with new clapboards where old pieces are missing. Their progress not as fast as they would like. A fire marshal has asked for items to be taken care of such as wood under the deck, so their efforts on the exterior have been delayed. Per Committee discussion, they will come back in August with another update. 9. Other: 10. Next meeting: The next regularly scheduled meeting is Wednesday, July 22, 2015, at 5 PM. 11.
