LAST REVISED 4/17/13 12:59 PM MINUTES COMMISSION ON THE CITY PLAN Tuesday, April 16, 2013 – 7:00 P.M. 23 UNION STREET NORWICH CONNECTICUT LOWER LEVEL CONFERENCE ROOM REGULAR MEETING AGENDA ITEMS A, B & C – CALL TO ORDER, ROLL CALL, DETERMINATION OF QUORUM: Ralph Page called the meeting to order at 7:00 pm. Commission Members Present: Ralph Page, P. Michael Lahan, John Mathieu and Les King. A quorum was present. Absent: Arthur Sharron & Frank Manfredi Also Present: Peter Davis, Director and Jacquie Barbarossa, Recording Secretary D. APPROVAL OF MEETING MINUTES: Upon motion by Michael Lahan and second by Les King, the Commission voted unanimously to APPROVE the minutes of the March 19, 2013 Regular Meeting. E. COMMUNICATIONS: NONE F. PUBLIC HEARINGS: 1. SP#13-01 – 41 Wawecus St. – Application of Phelps Dodge Industries, Inc. dba Freeport-McMoRan Copper Products – under Sec 14.6 - improvements and maintenance to storm water control system and site work within floodway and flood plain consisting of 1.12 acres. Site is located in BP zone and owned by Phelps Dodge Industries Inc. Ralph Page opened the hearing. Peter Davis read Exhibit “A” legal notice that was posted in the Norwich Bulletin. He stated the CCP needs to refer the application to the Inland Wetlands & Watercourse Conservation Commission for their approval. Motion by Michael Lahan to refer application to IWWCC, seconded by Les King. Unanimous – Referred. Motion by Michael Lahan to continue hearing until next meeting, second by Les King – unanimous – HEARING CONTINUED G: OLD BUSINESS: NONE H: NEW BUSINESS: 1. SDP 1020 - 41 Wawecus St. – Application of Phelps Dodge Industries, Inc. dba Freeport-McMoRan Copper Products – under Sec 14.6 - improvements and maintenance to storm water control system and site work within floodway and flood plain consisting of 1.12 acres. Site is located in BP zone and owned by Phelps Dodge Industries Inc. Motion by John Mathieu to TABLE SDP #1020, second by Les King – unanimous – TABLED I: EXTENSIONS: NONE J: BOND RELEASES: NONE K: ZONING MATTERS: ZBA Referral; Use variance 1. V#13-04 – Appeal of Yorkshire Properties, Inc. for property located at 183-187 Central Ave (Unit 185A) a.k.a. Map 94/Block 2/Lot 39 in a Multifamily (MF) zoning district. In accordance with Sec.8.3 Permitted Use to permit conversion of approximately 936 sq. ft to professional office, retail or customer service use. Peter Davis explained that the current use of the property is retail and the owner wished to obtain a use variance to allow rental to other potential businesses. Staff had no objection to the request since it is a reasonable use of the property. Motion by Les King to send a FAVORABLE RECOMMENDATION to ZBA, seconded by John Mathieu – unanimous . L. OTHER BUSINESS: Peter Davis stated that election of Officers will be held at May meeting since not all members were present. Mr. Davis also reminded members that the hearing for the approval of POCD will be on June 18th agenda and a joint meeting of POCD and CCP will be held at Council Chambers. M. ADJOURNMENT: Upon motion by Michael Lahan, and second by John Mathieu, the Commission voted unanimously to adjourn the meeting at 7:08 pm.
