Dangerous Buildings, Board of Review

BOARD OF REVIEW MINUTES OF THE MAY 27, 2009 MEETING Board members present: Gary Schnip, Sofee Noblick, Andy Zeeman and James Quarto Members not present: Jonathan Jacaruso and Richard Caron Others present: James Troeger and Tianne Curtis. The meeting was called to order at 5:30. It was determined there was a quorum. The minutes of the April 22, 2009, meeting were reviewed. Sofee Noblick requested a modification of the 4/22/09 Board of Review meeting minutes and the 5/20/09 21 West Thames Street Committee minutes. Upon motion by James Quarto and second by Sofee Noblick, the Committee voted unanimously to APPROVE the minutes of the 4/22/09 Board of Review regular meeting, 5/20/09 751 North Main Street Committee special meeting minutes, and 5/20/09 21 West Thames Street Committee special meeting minutes, subject to the stated corrections. Communications: Gary Schnip stated that there were no communications. Sofee Noblick stated that Mr. Tim Bartha had indicated an interest in becoming an alternate member of the Board of Review. The Board determined that Mr. Bartha was ineligible as he is not a resident of Norwich. Blight updates/concerns: 196 Yantic Street (Art Form): Jim Troeger stated that he had visited the site and all overhang demolition work was completed per contract. The Board was in agreement that the property should be checked periodically. 219-231 Central Avenue: Jim Troeger stated that the owner Mr. Ahmed has hired an attorney to manage the site. Mr. Troeger additionally noted that Mr. Ahmed has signed on with TRC for site cleanup and mitigation and a separate demolition contractor. 26 Shipping Street: Gary Schnip stated he has still not received a response from Asst. City Manager Jennifer Gottlieb, and is therefore unsure who was awarded the bid. Sofee Noblick stated it would in the best interest of the Board to request an update from Ms. Gottlieb in writing. The entire Board concurred. 60 Broad Street: Jim Troeger stated that Blight Officer Ed Martin has spoken to the property owner who is willing to cooperate and correct the violations. Public Comment: None Other Business/Properties of Concern: Sanctuary of Love - Overgrown 17 West Town Street – No improvements have been made. 8 West Town Street – No improvements have been made. 1  Grove Street property – Jim Troeger stated that Asst. Building Inspector Joe East has received plans that are being reviewed. Agenda Setting: 57 12th Street – Overgrown grass. Guy’s Barber Shop – Request for update Joe Caisse Rte. 2 – Request for update Josef Kubacka 77 Chestnut Street – Request for update Adjournment: Upon motion by Sofee Noblick and second by Jim Quarto, the Board voted unanimously to adjourn at 6:15 p.m. 2
