SPECIAL MEETING

Committee Members Present: Alderman Mark Bettencourt, Alderwoman Stacy
Gould, Alderman Joe DeLucia, Gregory Ballassi, Greg Carabine, Christine DiStasio,
Peter Gauthier, William Hull, Gerald Martin, Heather Romanski and Kristen Talley
Committee Members Absent: All present
Ex-Officio Members Present: Dr. Kristen Stringfellow arrived at 6:41 PM.
NPS Staff Present: Rob Sirpenski, Business Manager
City Staff Present: Bob Castronova, Purchasing Agent arrived at 6:56 PM.
Alderman Bettencourt reviewed the rules of a virtual meeting and clearly notified
participants that the meeting would be recorded.
I. Call to Order and Determination of Quorum: Alderman Mark
Bettencourt called the meeting to order at 6:32 PM.
II. Executive Session:
Alderwoman Stacy Gould made a motion to enter into executive session to
discuss finalists for the RFQ whose process is not required to be disclosed per
1-210(b) (24) with members, ex-officio members, city and NPS staff requested
to attend. William Hull seconded. The chairman called the roll of members
present and the motion passed unanimously. The committee entered
executive session at 6:36 PM.
Gerald Martin made a motion to exit executive session, noting that no votes
were taken. William Hull seconded. The chairman called the roll of members
present and the motion passed unanimously. The committee came out of
executive session at 6:59 PM.
III. Regular Session: Discussion and action – Choice of architect:
Greg Carabine made a motion to select Drummey Rosane Anderson, Inc.
(DRA Architects) as the preferred vendor and authorize Bob Castranova,
Purchasing Agent, to negotiate on behalf of the committee. Heather Romanski
seconded. Alderman Bettencourt called a roll call vote and the motion passed
unanimously.
IV. Adjournment: Heather Romanski made a motion to adjourn. William Hull
seconded. The chairman called the roll of members present and the motion
passed unanimously. The committee adjourned at 7:02 PM.
