Architectural Review Board Nov 15, 2023 Minutes pg. 1 Meeting location: Nyack Village Hall Meeting called to order = 7:02pm Present: Greg Healey Chair Laurie Steinhorst Member Mary Adler Member Manny Carmona Building Inspector Dennis Michaels Village Attorney 1. 90 North Broadway. Perry Lawson Fine Art. Application for signage. Application presented by: Robin Lawson Board discussion: Sign placard will be composite white material to be attached to steel signpost with metal brackets. Temporary sign is already erected in location with freestanding steel signpost and temporary white cardboard sign. New permanent sign will have black lettering on white placard. Public Comment: None Opened on motion by member Healey, 2nd member Steinhorst. Closed on motion by member Healey, 2nd member Steinhorst. Approved by vote 3-0 Conclusion: Application approved as submitted. Motion by member Healey, 2nd by member Steinhorst. Approved by 3-0 vote. 2. 47 Route 59. Super 8 Motel. Application for signage. Application presented by: Brian O’Conner Board discussion: Two existing 2 faced pole signs to be changed to new graphics. All faces will have polycarbonate panels with full color printed applied graphics. No change to size or position of signs. Panels to be replaced on both sides of both signs only. Application for signage. Application presented by: Tiffany Rheel (sp.?) Board discussion: Applicant seeking approval for 43 plus signs and window graphics. Based on board discussion with application presenter, it was decided that signs /decals will be decided on individually. Reviewed application as presented. Board decisions are as follows: E01 – Double sided freestanding pylon signs (2 of them; 1 on main St, 1 on Burd St), new head, no change to size. : Both acceptable. E02 – Channel letter sign, change color only, same size and layout. Accepted as long as externally illuminated only. E03 – Bright yellow window decal surrounding windows. Rejected. E04 – Vinyl branding sign (quantity 6). Rejected. Not allowed on exterior windows / doors. E05 - Vertical welcome red door graphic. Rejected. Not allowed on exterior door(s). E06 – Horizontal vinyl band graphic ( quantity 10 ). Rejected. Not allowed on exterior windows / doors. E07- Pull graphic. Acceptable. E08 – ATM vinyl sign. Rejected. NE09 – Drive thru ‘Hello’ sign. Acceptable. E10 – Drive thru FDIC graphic. Acceptable. E12 : E14 – Customer parking wall mount signs. No change to location, quantity, or size from existing allowed. New colors / layout accepted. E15 : E23 – Parking signs. No change to mounting, size or location allowed. Allowed on single pole as existing only. New colors / layout acceptable as long as size stays the same. E24 – Handicap sign. Allowed on single pole as existing only. New colors / layout acceptable as long as size stays the same. E25 – Exit sign. No change. OK as is. E26 – Do Not Enter sign. No change. OK as is. E27 – Penalty sign. No change. OK as is. Temporary window graphics – Ruled on with limited information presented. No more than 2 temporary window graphics allowed on windows / doors of main entrance. No more than 1 temporary window graphics allowed on any other window / door / entryways. Subject to review / determination by Nyack ZBA if sq footage limit is exceeded. ‘Open’ / ‘Closed’ lighted sign above atm is non-compliant. If applicant wishes to continue using internally illuminated sign it must be reviewed and decided on by Nyack ZBA. All items & decisions (signs E01 through E27 and including temporary signs/decals) were agreed upon unanimously by all present members of the board ( 3 to 0 or 0 to 3 ) as the case may be. Note: Applicant is required to provide a site plan showing locations of all signs distributed around premises. Note: The ARB does not have jurisdiction or authority, nor is it within the ARB purview per village code to determine interests in real property. Therefore, if any proposed or existing sign(s) are installed on property not owned by applicant, it does so at its own risk.
