Call to order: 7:00 pm
Application 1: 32 Tallman Avenue. Application for a carport.
Building Inspector Review:
Two area variances are required from Article IV, VON§360-4.3, Dimensional Standards Table
4-1 for:
A. One side yard of 5 feet where 7.8 feet are required:
B. Both side yards of 21.1 feet where 23.4 feet are required.
Board Review Based Upon:
1. The application.
2. Building inspector review
3. Home owner Jay Snyder and applicant’s architect Margret Fowler
4. ARB members’ knowledge of the site
5. Site visits by members
6. No testimony from the public; no public present
Board Findings:
Conclusions:
1. Motion by member O’Neill to approve the application as presented, seconded by member
Steinhorst, approved by a vote of 4-0.
2. Board makes a positive recommendation to the ZBA
Application 2: 193 High Avenue. Application to replace siding and windows, repair front porch
and columns
Building Inspector Review:
Proposal complies with zoning requirements.
Board Review Based Upon:
1. The application.
2. Building Inspector review;
3. Testimony of applicant Nicholas Frascone
4. ARB member’s knowledge of the site;
5. Site visits by members;
6. Public comment: Andrew Boxer, tenant, testifies to the urgency of repairs

Board Findings
The application is lacking in clarity. No drawings were submitted.
Conclusion:
1. The public portion remains open.
2. Applicant will submit drawings of the front and side elevations to the building department
indicating and dimensioning new work. Application will get voted on by two members of the
ARB.
Application 3: 197 Sickles Avenue. Application to replace balcony railings.
Building Inspector Review:
Proposal complies with zoning requirements.
Board Review Based Upon:
1. The application.
2. Building Inspector review;
3. Testimony of applicant representative Tzurty Mermelstein (construction management)
4. ARB member’s knowledge of the site;
5. Site visits by members
6. No testimony from the public.
Board Findings
Conclusion:
1. Having no comment by the public, the public hearing is closed on a motion by Member
Robertson, seconded by Member O’Neill, approved by a vote of 4-0.
2. Motion by Member Robertson to approve the application as presented, seconded by
Member O’Neill, approved by a vote of 4-0.
Application 4: 48 Summit Street. Application to demolish and replace existing garage and
rear yard patio. Renovate existing front porch. Add new deck at rear of house. Construct new
garage.
Building Inspector Review:
An area variance is required from Article IV, VON§360-4.3, Dimensional Standards Table 4-1
for a rear yard if 30’ where 44.2’ is required.
Board Review Based Upon:
1. The application.
2. Building Inspector review;
3. Testimony of applicants Tom Lawton and Sarah Hatsell
4. ARB member’s knowledge of the site;
5. Site visits by members
6. No testimony from the public.

1. Having no comment by the public, the public hearing is closed on a motion by Member
Robertson, seconded by Member Steinhorst, approved by a vote of 4-0.
2. Motion by Member Robertson to approve the application as presented, seconded by
Member Steinhorst, approved by a vote of 4-0.
3. Board makes positive recommendation to ZBA
Application 5: 7 Orchard Street. Application for interior alterations, third floor living space,
window changes, additional story above garage.
Building Inspector Review:
Exterior alterations comply with zoning requirements.
Area variances will be required from Article IV, VON§360-3.2E(1)(g) for a two-story building
where one story is permitted and an accessory structure greater than 12 feet in height.
Board Review Based Upon:
1. The application
2. Building Inspector review
3. Testimony of applicant’s architect Kier Levesque
4. ARB member’s knowledge of the site
5. Site visits by members
6. No testimony from the public.
Board Findings
Conclusion:
1. Having no comment by the public, the public hearing is closed on a motion by Member
Robertson, seconded by Member O’Neill, approved by a vote of 4-0.
2. Motion by Member Robertson to approve the application as presented, seconded by
Member O’Neill, approved by a vote of 4-0.
3. Board declines to make a recommendation to the ZBA
