Regular Meeting September 16, 2020 Architectural Review Board Via Zoom Present: Maren Robertson Chairperson Laura Rothschild Member Scott O’Neill Member Laurie Steinhorst Member Lisa Buckley Alternate Member Donald Yacopino Chief Building Inspector Absent: Toma Holley Member Call to order: 7:00 pm 1. Application: 140 North Highland Avenue. Continuation of 8.19.20 hearing Oak Cemetery. Application for a mausoleum. Building Inspector Review: Proposal is to construct a one story, approximately 5700 sq. ft. structure, mausoleum/columbaria, facing Route 9W. The building appears to be at least 19’-5” high from established Grade Plane to highest point at peak above main entrance door. Site Plan approval will be required for this project. An area variance is required from Article III, VON§360-3.2(1)(g) for an accessory building greater than 12 feet in height. At greater than 4000 sq. ft. this application is considered an Unlisted Action requiring SEQRA review. With a proposed land disturbance of greater than 10,000 sq.ft., a Storm Water Pollution Prevention Plan is required by Article IV, VON §360-4.12A. Board Review Based Upon: 1. The application 2. Building Inspector review 3. Testimony by applicant representatives Louis Deluise (Oak Hill Cemetery) and contractors Tom Mullen and Kerry Mullen 4. ARB member’s knowledge of the site 5. Site visits by members 6. No testimony from the public Board Findings Conclusion: 1) Having no comment from the public, the public hearing is closed on a motion by Member Robertson, seconded by Member Buckley, approved by a vote of 5-0. Regular Meeting September 16, 2020 Architectural Review Board Via Zoom 2) Motion by member Robertson to accept the application as presented with the condition that applicant submit to the Building Department for ARB approval: A. Cut sheets for the proposed railing in black and also in bronze matching the entry door frames and wall sconces. B. Finalized elevations of the proposed building showing the locations of stained glass and clear windows Seconded by member O’Neill, approved by a vote of 5-0. 2. Application: 54 Washington Street. John Ferraro for Valery. Application for exterior alterations including rebuilding of front porch, replacing doors and windows, increase size of existing rear mud room to accommodate new bathroom. Building Inspector Review: Proposal complies with zoning requirements. Board Review Based Upon: 1) The application 2) Building Inspector review 3) Testimony by applicant’s architect John Ferraro and owner Ernst Valery 4) ARB member’s knowledge of the site 5) Site visits by members 6) No testimony from the public Board Findings Conclusion: 1. Having no comment from the public, the public hearing is closed on a motion by Member Robertson, seconded by Member Rothschild, approved by a vote of 5-0. 2. Motion by Member Robertson to accept the application as presented with the following conditions: A. Applicant will provide siding options that more closely resemble the existing aluminum siding that has a 7 ½ “ reveal and relatively flat appearance. Options include cementitious siding and simulated cedar. Applicant will submit options to the Building Department for ARB approval. B. The existing opening of the front entry door will remain. A new door with sidelight will fit into the opening. The existing transom window will remain. C. Dividing lights at the entry parlor will match existing 20 over 1. D. Existing vertical seams at the porch and bay window fascias will be recreated. Applicant agrees. Seconded by Member Buckley. Approved by a vote of 5-0. Regular Meeting September 16, 2020 Architectural Review Board Via Zoom Application 3: 39 Piermont Avenue Infinity Roofing Corp for Clifford Parker. Application to replace existing siding with vinyl siding Building Inspector Review: Proposal complies with zoning regulations. Board Review Based Upon: 1. The application 2. Building Inspector review 3. Testimony of applicant Clifford Parker, co-owner, and Luis of Infinity Roofing Corp 4. ARB member’s knowledge of the site 5. Site visits by members 6. No testimony from the public Board Findings Conclusion: 1. Having no comment by the public, the public hearing is closed on a motion by Member Robertson, seconded by Member Steinhorst, approved by a vote of 5-0. 2. Motion by Member Rothschild to approve the application as presented, contingent on Applicant submitting siding sample to the Building Inspector to confirm 5” reveal. Applicant agrees. Seconded by Member Steinhorst, approved by a vote of 5-0. Application 4: 70 Main Street Rockland Community College. Application for 4 ground floor window signs and one perpendicular sign. Building Inspector Review: Proposal complies with zoning requirements. Board Review Based Upon: 1. The application. 2. Building Inspector review 3. Testimony of applicant’s representative Mark Davidoff, RCC 4. ARB member’s knowledge of the site 5. Site visits by members 6. No testimony from the public Board Findings Conclusion: 1. Having no comment by the public, the public hearing is closed on a motion by Member Robertson, seconded by Member Buckley, approved by a vote of 5-0. 2. Motion by Member Rothschild to approve the application as presented, on the following conditions: A. Application for the Hudson Market on Main sign to be approved B. The sign for the Nyack Visitors Center needs to be made more legible. Regular Meeting September 16, 2020 Architectural Review Board Via Zoom  Change the font and omit drop shadows.  Don’t use all caps or use all caps with more appropriate font  Move four logos to the bottom on a white band  Text too close to border  Consider larger border  Screen image to fade more into the background to improve legibility Seconded by Member Robertson. Rejected by a vote of 2-3. A motion by member Robertson to approve the Hudson Market on Main sign separately from the Nyack Visitor Center sign did not get seconded and was not voted on.
