1. 70 Main Street. Continuation of 9.16.20 hearing
Rockland Community College. Application for 4 ground floor window signs and one
perpendicular sign.
Building Inspector Review:
Proposal complies with zoning requirements.
Board Review Based Upon:
1. The application.
2. Building Inspector review
3. Testimony of applicant’s representative Mark Davidoff, RCC
4. ARB member’s knowledge of the site
5. Site visits by members

Board Findings
Conclusion:
1. Having no comment by the public, the public hearing is closed on a motion by Member
Robertson, seconded by Member Buckley, approved by a vote of 5-0.
2. Motion by Member Rothschild to approve the application for the window signs and the
perpendicular sign which depicts the former Tappan Zee bridge as presented. Seconded by
member O’Neill, approved by a vote of 5-0.

John Greene Preservation Coalition.
Application for Historic Landmark Designation of John Greene House.
Building Inspector Review:
The Planning Board made a recommendation to the Architectural Review Board for historic
designation of this house on September 14, 2020.
Member Buckley recuses herself due to involvement with the preservation efforts.
Board Review Based Upon:
1. Testimony of applicant’s representative Winston Perry, president of the John Greene
Preservation Coalition.
2. ARB members’ knowledge of the site
3. Recommendation by the Planning Board.
Board Findings
Conclusion:
Motion by member Robertson to recommend approval of Historic Landmark Designation,
seconded by member Steinhorst. Approved by a vote of 4-0.
4. 142 Sixth Avenue.
Meg Fowler for Lindenbaum and Cohen.
Application for front porch addition.
Building Inspector Review:
Proposal complies with zoning requirements.

1. Having no comment by the public, the public hearing is closed on a motion by Member
Robertson, seconded by Member O’Neill, approved by a vote of 5-0.
2. Motion by Member Robertson to approve the application on the conditions that the applicant
will submit a revised elevation showing the following
a) simpler railings (e.g. spindles)
b) shutter hardware that is more appropriate and doesn’t obstruct the window trim
c) revisit gable above the entrance to make sure it works with revised railings
d) cut sheets of proposed railing, shutters and hardware
Applicant will submit changes to the building department for review by two ARB members.
Applicant agrees. Seconded by Member O’Neill, approved by a vote of 5-0.
5. 7 West End Avenue.
Kier Levesque for Jarrett Light. Application to remove one-story rear addition and replace with a
larger one-story addition.
Building Inspector Review:
An area variance is required from Article IV, VON§360-4.3, Dimensional Standards Table
4-1 for a rear yard setback of 32.08’ where 37.5’ is required.

1. Having no comment by the public, the public hearing is closed on a motion by Member
Robertson, seconded by Member Rothschild, approved by a vote of 5-0.
2. Motion by Member Buckley to approve the application as presented, seconded by Member
Robertson, approved by a vote of 5-0.
3. Motion by Member Buckley to make a positive recommendation regarding the variance,
seconded by Member Robertson, approved by a vote of 4-1.
6. 19 Main Street.
Kier Levesque for River Village Properties. Application to replace glass roof on east side of
building with shingle roof and skylights.

Proposal complies with zoning requirements.

Robertson, seconded by Member O’Neill, approved by a vote of 4-0.
2. Motion by Member O’Neil to approve the application as presented, seconded by Member
Steinhorst, approved by a vote of 4-0.
7. 134 Depew Avenue
Yakov Cohen for 134 Depew LLC. Application for exterior alterations including window changes,
rear door, porch and railings and repair to front porch.

Proposal complies with zoning requirements.

Conclusion:
1. Having no comment by the public, the public hearing is closed on a motion by Member
Robertson, seconded by Member Rothschild, approved by a vote of 5-0.
2. Motion by Member Robertson to approve the application as presented with the
understanding that the boarded-up windows on the West elevation will get covered with siding
to match existing. If a good match can’t be achieved applicant agrees to replace siding on entire
western façade. Seconded by Member Rothschild, approved by a vote of 5-0.
8. 61 Summit Street.

Tim Mills. Application for exterior alterations and repairs, including reconstruction of rear porch,
elimination of windows and re-establish “widow’s walk” and changes of garage doors.
