October 10, 2019 A regular meeting of the Board of Water Commissioners was held on the above date at 9 North Broadway, Nyack, NY. The meeting was called to order by Commissioner McDowell at 4:30 PM. The following were present: Ross Dailey Chairman Eileen Colarell Commissioner William McDowell Commissioner John Phillips Commissioner Kelvin Smith Superintendent Barbara Kunar Secretary Absent: Michelle Bullock Commissioner Upon motion by Commissioner Phillips, second by Commissioner Colarell, and carried, the Board accepted the minutes of September 12, 2019. The Cash Flow Statement for September 2019 was presented to the Board for review. The Statement of Revenue and Expenditures for September 2019 was presented to the Board for review. New Meter Reading Equipment is schedule to be delivered and installed in early November. The price of 5/8”x3/4” T10 meters have increased. We are now paying $144.48 each for the meter, couplings, washers and wire. We have not increased the cost to the customer in over five (5) years. Upon motion by Commissioner Phillips, second by Commissioner Colarell, and carried, the Board approved raising the cost of a 5/8”x3/4” meter to $145.00. The four (4) computers in the office and one (1) office computer in the plant are obsolete systems and need to be replaced. All systems must be using Windows 10 by January 2020. Our systems are not capable of being updated. We have received a quote of $10,006.23 from Total Technology Systems for five (5) computers, software and installation. Upon motion by Commissioner McDowell, second by Commissioner Colarell, and carried, the Board approved the purchase of five (5) computers as quated. Fall water main flushing is scheduled as follows: West Nyack and Central Nyack – Monday, October 21, Tuesday, October 22, and Wednesday, October 23, 2019. Nyack College Area of South Nyack – Thursday, October 24, 2019. Nyack and Remainder of South Nyack – Monday, October 28, Tuesday, October 29, Wednesday, October 30 and Thursday, October 31, 2019. Flushing will take place between the hours of 9:00 PM and 6:00 AM. Tappan Zee Constructors request for metered hydrant payments refund has been tabled until next meeting. Executive Session: At 5:13 PM, upon motion by Commissioner McDowell, second by Commissioner Colarell, and carried, the Board moved into executive session to discuss personnel issues. At 6:23 PM upon motion by Commissioner Colarell, second by Commissioner McDowell, and carried the Board moved out of executive session. Following executive session, upon motion by Commissioner Phillips, second by Commissioner McDowell, and carried, the Board approved Compensation Equity Adjustments for Gilbert Francois as follows: October 14, 2019 $ 77,080 annual salary basis ($37.06 per hour) February 24, 2020 $ 87,600 annual salary basis ($42.12 per hour) June 29, 2020 $ 98,120 annual salary basis ($47.18 per hour) Superintendent’s Report: 1. Lead/Copper Testing: Our annual Lead/Copper testing is complete. All samples have come back good. 2. Trucks: A. South Nyack Automotive determined that the Meter Reader’s truck (2007 F250) had melted wires. The truck was sent to Ford for diagnosis and repair. B. Our 2003 F-350 is in extremely poor condition and should be replaced. We have a quote of $32,794 from National Auto Fleet for a 2020 Chevrolet Silverado 350HD. This does not include a Utility Body which is an additional charge. Upon motion by Commissioner Phillips, second by Commissioner McDowell, and carried, the Board approved the purchase of a new vehicle as quoted. Upon motion by Commissioner Phillips, second by Commissioner McDowell, and carried, the Board approved up to an additional $25,000 a utility body. 3. Sludge Removal: The sludge pond has been drained. 4. Turbidimeter: The new turbidimeter is being installed. 5. Personnel: A. Luke Conroy (Meter Reader) is out on extended sick leave. B. Gilbert Francois began his Assistant Superintendent duties as of October 4, 2019. Our next meeting will be Thursday, November 14, 2019. There being no further business, upon motion by Commissioner Colarell, second by Commissioner Phillips, and carried, the meeting was adjourned at 6:34 PM.
