November 14, 2019
A regular meeting of the Board of Water Commissioners was held on the
above date at 9 North Broadway, Nyack, NY. The meeting was called to order
by Chairman Dailey at 4:30 PM.
The following were present:

Upon motion by Commissioner Phillips, second by Commissioner
Colarell, and carried, the Board accepted the minutes of October 10, 2019.
The Cash Flow Statement for October 2019 was presented to the Board
for review.
The Statement of Revenue and Expenditures for October 2019 was
presented to the Board for review.
Update:
1. New Meter Reading software has been installed. One of the new Meter
Reading guns has been received and is in use. A second, back ordered
gun should arrive before the end of December.
2. Five new computers, four (4) in the office and one (1) in the plant have
been installed.
H2M - Dennis Lindsay, P.E.
1. Waste Alum Sludge Removal. In September 2019 Earthcare began
operations, removing a total of 590,600 gallons of sludge from the
lagoon. Their final invoice for the work is $113,241.20, based on the
contract price of $0.202 per gallon. This process is more economical than
RCSD #1. Engineer recommends budgeting $130,000.00 for the 2020-
2021 fiscal year for this process.
Upon motion by Commissioner Colarell, second by Commissioner
Bullock, and carried, the Board authorized payment of the Earthcare
Invoice.
2. North Greenbush Road Water Main breaks. There have been a number
of main breaks on this line in the past few years. Mr. Lindsay stated that
It is possible that routine blasting at the Tilcon Quarry just north of this
area on Snake Hill Road could have had significant impact. The area
where the breaks have occurred have been on water mains located in
trenches in close proximity to rock. The transmission of vibrations from
blasting in connected rock forms makes blasting operations suspect. To
better determine whether the blasting operations are causing the
breaks, Mr. Lindsay recommends seeking information on the blasting
from Tilcon, the Town of Clarkstown and the DEC.
Executive Session:
At 5:02 PM, upon motion by Commissioner Bullock, second by
Commissioner Phillips, and carried, the Board moved into executive session to
discuss personnel issues. At 5:34 PM upon motion by Commissioner McDowell,
second by Commissioner Colarell, and carried the Board moved out of executive
session.
Superintendent’s Report:
1. Water Main Flushing:
Our fall water main flushing has been completed.
2. Truck:
A 2020 Chevrolet Silverado 350HD was ordered on November 5,
2019. Delivery will be in 14 to16 weeks.
3. Water Main Breaks:
On October 22, 2019 we had two (2) Water Main Breaks. Our crew
was on site until 7:30 AM on October 23, 2019.
1. At 8:00 AM the 18” transmission main right outside the plant
was struck by a contractor doing boring samples for a proposed
car dealership. J Fletcher Creamer was called in for the repair
which was completed at 11:00 PM. We will bill the appropriate
parties for all costs incurred.
2. At approximately 5:30 PM a break occurred in front of 35 North
Greenbush Road on a 16” transmission main. This also was
repaired by Creamer. Repairs were complete at 7:00 AM,
October 23, 2019.
4. South Broadway, Yonkers Construction:
Yonkers Construction in conjunction with the shared use path and
the new bridge interchange in South Nyack are tapping lines and
installing new valves on South Broadway. This work is close to
completion.
5. Personnel:
Kelvin Smith is having foot surgery on November 15, 2019. He is
expected to be out of work for at least two (2) weeks.
Our next meeting will be Thursday, December 12, 2019.
There being no further business, upon motion by Commissioner Phillips,
second by Commissioner Colarell, and carried, the meeting was adjourned at
5:49 PM.
