Lincoln Ave. O’Fallon, IL 62269 Tuesday, March 3, 2026 at 6:30pm 1 Opening a. Call to Order i. Meeting called to order by Chair Valerie Hancock. b. Roll Call i. Present: Julie Spengler, Valerie Hancock, Vicki Evans, Mark Kampen, Herb Roach, Chad Schwarz, ii. Absent: Bob Kueker, Camren Luster iii. City Representatives: Cameron DeWitt iv. Public: None c. Approval of Minutes i. The draft minutes from the 2/3/26 meeting were presented to the commission. ii. Motion: Herb Roach moved to approve the minutes as presented. Vicki Evans seconded the motion. Motion carried unanimously. 2 New Business a. Meeting Frequency i. Herb Roach suggested the commission consider changing meetings to every other month. No one had objections to this. Decision was made to add to the agenda for April’s meeting to discuss with the full commission. 3 Old Business a. Election of Officers i. Herb Roach moved to finalize and accept slate of officers. Mark Kampen seconded the motion. Motion carried unanimously. b. Update on BB Schmitt Plaque i. Cameron reported that the piece that fell off the plaque will be reattached. A replacement for the piece that broke is being ordered. c. Plaque for 907 Southview Landmark Designation i. Quotes were received and the plaque will be ordered. d. America 250 Campaign i. Cameron reported options for HPC posts to tie in with the 250 activities in O’Fallon 1. O’Fallon’s founding tied to Civil War and Kansas-Nebraska Act Page 2 of 4 2. Coal Mining industry tie to Industrial Revolution 3. WWII tie to Scott AFB 4. I-64 construction tie to Interstate Highway Act 5. Transition from coal mining to post industrial suburban growth ii. No comments on these options from commission members. All sound good. iii. Julie may write a post about the Tiedemann Family in O’Fallon and their ties to early US time period. 4 Public Comments a. None 5 Close a. A motion to adjourn was made by Vicki Evans. Motion was seconded by Chad Schwarz. Motion carried unanimously. Minutes submitted by Julie Spengler Page 3 of 4 Agenda Item Summary List of Committees that have reviewed: None – N/A Background: The applicant, William E Smith, has filed an application to create a new basement with permanent concrete foundation and walls at the Bernreuter House Landmark (216 W Adams St.) Decision Criteria: In acting on an application for a Certificate of Appropriateness, the Commission shall consider, in addition to any other guidelines in the chapter, the following: (1) The contribution of the building, structure or object proposed for demolition to the immediate surroundings and to the landmark site as a whole; (2) The historical and architectural quality and significance of the building, structure or object proposed for demolition; (3) The structural condition of the building, structure or object proposed for demolition; and (4) The compatibility of any proposed replacement structure with the landmark site as a whole. Legal Consideration, if any: None Budget Impact: None Staff Recommendation: Staff recommends the Commission issue and approve a certificate of appropriateness for the request to construct a new basement with a permanent foundation beneath the barn at 216 W Adams St. Page 4 of 4
