I. Call to Order
Chairman Siciliano called the March 4, 2026, Regular Meeting to order at 5:00 p.m.

1. Special Meeting Minutes of February 25, 2026
Commissioner Tomaselli made a motion to approve the Regular Meeting Minutes from
February 25, 2026. Commissioner Brown seconded the motion.

VI. Correspondence
Secretary Lozano stated that on February 26, 2026, the signed Conditional Offers of
Employment from Connor Sparks and Joshua Garza were received.
VII. Bills Presented
Commissioner Brown stated he received an invoice from CLS Background for Joshua
Garza in the amount of $1,790.75 and would like to add it to New Business for further
discussion.

2. Lateral Transfer Applicant Testing
Commissioner Tomaselli made a motion to move to Executive Session at 5:04 p.m. to
discuss Entry Level Applicant Testing and Lateral Transfer Applicant Testing.
Commissioner Brown seconded the motion and invited Chief Calvello and Deputy Chief
Clark to join.

Chairman Siciliano called the March 4, 2026, Regular Meeting back to order at 5:37 p.m.

a) Commissioner Brown made a motion to remove Salysha Arequin Jimenez for
cause. Commissioner Tomaselli seconded the motion.

b) Commissioner Brown made a motion to remove Mair Ayyad for cause.
Commissioner Tomaselli seconded the motion.

c) Commissioner Brown made a motion to remove Jason Aguirre for cause.
Commissioner Tomaselli seconded the motion.

Employment to Joshua Hallin. Commissioner Brown seconded the motion.

Chairman Siciliano asked Secretary Lozano to send a letter to the to the applicants that
were removed from the list.

a) Commissioner Tomaselli made a motion to remove Antonio Whitfield for cause.

g) Commissioner Tomaselli made a motion to schedule the swearing in of Joshua
Garza pending the background investigation. Commissioner Brown seconded the
motion.

3. Roles and Regulations
Chairman Siciliano made a motion to approve the updated Rules and Regulations as
presented. Commissioner Brown seconded the motion.

XI. New Business
1. CLS Background Invoice
Commissioner Brown stated he received an excessive invoice from CLS Background in
the amount of $1,790.75 for a background check done for Joshua Garza. The increase is
due to the Massey Law that took effect January 1, 2026. Commissioner Brown believes it
is not in the budget to pay that high amount for every future background check and asked
if the Police Administration can conduct any future background checks. Chief Calvello
and Deputy Chief Clark agreed. Commissioner Brown also stated that he would contact
CLS Background and inquire about the high amount.
Commissioner Brown made a motion to adjust the process for background checks.
Commissioner Tomaselli seconded the motion.

Commissioner Brown made a motion to adjourn at 5:47 p.m. Commissioner Tomaselli
seconded the motion. Motion carried.
