REGULAR MEETING MINUTES OAKDALE CITY COUNCIL MAY 24, 2022 CALL TO ORDER A regular meeting of the City Council of the City of Oakdale was held on May 24, 2022, at Oakdale City Hall, 1584 Hadley Avenue, Oakdale, Minnesota. The meeting was called to order by Mayor Paul Reinke at 7:00 PM. OPEN FORUM None. CONSENSUS MOTIONS a) Approve the issuance of a Special Events permit, authorizing a fly-over of vintage warplanes, Huey helicopter landing, a vintage car show and a temporary liquor license for July 9, 2022 for Vets for Music at Walton Park and authorize the Mayor to enter into a Hold Harmless Agreement with Vets for Music. b) Request that the City Council reappoint the following to the Tree Board as follows: Nick Kantola, term to expire June 30, 2025 and Mike Saarela, term to expire June 30, 2025 c) Waive reading and approve Resolution 2022-55 approving Merrick, Inc. to conduct lawful gambling at Titan’s Sports Saloon at 1267 Geneva Avenue North. d) Waive reading and approve Resolution 2022-58 amending the 2022 fee schedule, the park dedication land and cash fees from 2021 in the 2022 fee schedule and include a PUD Amendment and Escrow fee in the 2022 Fee Schedule. e) Requested per City Code, Chapter 2, Article IV, Sec.2-36 (c) and per City Personnel Policy PE- 031, Section 5.0, that the City Council appoint Amanda Pass as a Records Technician with an effective date of May 31, 2022, at a rate of pay consistent with the City base pay schedule. f) Per City Code, Chapter 2, Article IV, Sec.2-36 (c) and per City Personnel Policy PE-031, Section 5.0, that the City Council appoint Matthew Muetzel as a Public Works Seasonal Worker with an effective date to be determined, at a rate of pay equal to $16.00/hour g) Approve a Resolution Authorizing the Sale of General Obligation Bonds Series 2022A, in the Maximum Principal Amount of $6,000,000; Fixing Their Form and Specifications; Directing Their Execution and Delivery; Providing for the Payment; and Establishing a Pricing Committee. COUNCIL MEMBER ZABEL REQUESTED TO PULL CONSENSUS ITEM C AND RECUSED HIMSELF FROM MAKING A MOTION ON CONSENSUS ITEM C. ADVISORY BOARDS AND COMMISSIONS Economic Development Commission (no meeting) Environmental Management Commission (met on May 16, 2022, liaison, Council Member Zabel) Council Member Zabel reported that EMC had a good meeting. Planning Commission (no meeting) Parks and Recreation Commission (met on May 17, 2022, liaison, Council Member Ingebrigtson) Council Member Ingebrigtson reported the Parks and Recreation department will be doing a park tour, date TBD. Tree Board (no meeting) STAFF REPORTS Engineering Approval of Cooperative Agreement Between MNDOT, Washington County, and the City of Oakdale for Construction Cost of County State Aid Highway (CSAH) 14 Signal and Trail Project. Brian Bachmeier, Interim City Engineer, provided Council with information from MnDOT. MnDOT requires an agreement with the City of Oakdale and Washington County to provide funding for the project, and to assign maintenance responsibilities. Washington County will be responsible for major maintenance, and the City will be responsible for minor maintenance. This is similar to other trails located within County ROW Recommendation is to approve the agreement with MNDOT and Washington County. A MOTION WAS MADE BY COUNCIL MEMBER ZABEL, SECONDED BY COUNCIL MEMBER INGEBRIGTSON TO WAIVE THE READING AND ADOPT RESOLUTION 2022-56 APPROVING THE COOPERATIVE AGREEMENT BETWEEN MNDOT, WASHINGTON COUNTY, AND THE CITY OF OAKDALE FOR CONSTRUCTION COST OF COUNTY STATE AID HIGHWAY (CSAH) 14 SIGNAL AND TRAIL PROJECT. 5 AYES. CITY ATTORNEY – JIM THOMSON No report ADMINISTRATOR'S REPORT Amend language in Policy MIS-013 Section 7.2 and 7.3. City Administrator Volkers reviewed the proposed changes to this policy. There are two options for section 7.3. After discussion, the council decided on Proposed Language B. A MOTION WAS MADE BY COUNCIL MEMBER ZABEL, SECONDED BY COUNCIL MEMBER OLSON TO AMEND REGULAR MEETING MINUTES MAY 24, 2022 PAGE FOUR LANGUAGE RELATING TO BOARDS AND COMMISSIONS APPOINTMENT, REAPPOINTMENT, AND SERVICE IN POLICY MIS-013 SECTION 7.2 AND 7.3 WITH PROPOSED LANGUAGE B. 4 AYES. 1 NAY (COUNCIL MEMBER SWEDBERG). COUNCIL PRESENTATIONS Council Member Swedberg reminded Council there will be a ‘Landscape Revival’ event on June 4, 2022, at Fire Station #1 from 9:00am – 1:00pm. Exhibitors and Food Trucks will be part of the event. Council Member Zabel took a moment to congratulate the Tartan and North St. Paul high school graduates of the class of 2022. He also shared that community business owner, Ryan Wenz the owner of The Wild Boar, traveled with his family to assist the organization “World Central Kitchen”. The organization is currently in Poland providing food for the displaced Ukrainians. Council Member Zabel extends a huge thank you to the Wenz family. Mayor Reinke shared that there was a banquet held for the top 10% of the 2022 high school graduates and extended his congratulations to those students. Mayor Reinke also shared a letter he had received from a resident in regard to the Pickle Ball Court at Tanners Lake requesting markings. CLAIMS A MOTION WAS MADE BY COUNCIL MEMBER ZABEL, SECONDED BY COUNCIL MEMBER SWEDBERG TO APPROVE CLAIMS FOR THE PERIOD OF MAY 7, 2022 – MAY 20, 2022 IN THE AMOUNT OF $1,024,585.79. 5 AYES.
