EMERGENCY MEETING MINUTES OAKDALE CITY COUNCIL May 1, 2025 CALL TO ORDER An emergency meeting of the City Council of the City of Oakdale was held on May 1, 2025 at Oakdale City Hall, 1584 Hadley Avenue North, Oakdale, Minnesota. The meeting was called to order by Mayor Kevin Zabel at 5:00 PM. CALL OF ROLL On a call of roll, the following were present: Mayor Kevin Zabel Council Members: Kari Moore Andy Morcomb Gary Severson Susan Willenbring Staff Present: Christina Volkers, City Administrator Jake Foster, Assistant City Administrator Jim Thomson, City Attorney PLEDGE OF ALLEGIANCE Mayor Zabel explained that the City Council is conducting this emergency meeting pursuant to Minnesota Statutes, Section 13D.04, Subdivision 3, which allows the City Council to call an emergency meeting on a matter that requires the City Council’s immediate consideration. Because the resignation of the City’s Finance Director is effective today, it is necessary for the City Council to immediately appoint an Interim Finance Director so that there is no disruption in the financial affairs of the City. APPROVAL OF THE AGENDA A MOTION WAS MADE BY COUNCIL MEMBER MORCOMB, SECONDED BY COUNCIL MEMBER SEVERSON TO APPROVE THE AGENDA AS PRESENTED FOR THE EMERGENCY MEETING OF MAY 1, 2025. 5 AYES ADMINISTRATOR’S REPORT a) Approve Appointment of Interim Finance Director Kristina Handt City Administrator Chris Volkers requested Council’s approval to appoint Kristina Handt as the temporary Interim Finance Director, effective Monday, May 5, 2025. 1 A MOTION WAS MADE BY COUNCIL MEMBER SEVERSON, SECONDED BY COUNCIL MEMBER WILLENBRING TO APPOINT KRISTINA HANDT AS INTERIM FINANCE DIRECTOR, EFFECTIVE MAY 5, 2025, AT A RATE OF PAY CONSISTENT WITH THE CITY BASE PAY SCHEDULE. 5 AYES ADJOURNMENT A MOTION WAS MADE BY COUNCIL MEMBER MOORE, SECONDED BY COUNCIL MEMBER MORCOMB TO ADJOURN THE EMERGENCY MEETING OF MAY 1, 2025, AT 5:02 PM. 5 AYES Respectfully submitted, Sara Ludwig, City Clerk 2
