REGULAR MEETING MINUTES OAKDALE CITY COUNCIL May 13, 2025 CALL TO ORDER A regular meeting of the City Council of the City of Oakdale was held on May 13, 2025 at Oakdale City Hall, 1584 Hadley Avenue North, Oakdale, Minnesota. The meeting was called to order by Mayor Kevin Zabel at 7:05 PM. ROLL CALL On a call of roll, the following were present: Mayor Kevin Zabel Council Members: Kari Moore Andy Morcomb Gary Severson Susan Willenbring Staff Present: Christina Volkers, City Administrator Sara Ludwig, City Clerk Jim Thomson, City Attorney Brian Bachmeier, Consulting City Engineer Jake Foster, Assistant City Administrator Andy Gitzlaff, Community Development Director Steve Goodwin, Police Captain Kristina Handt, Interim Finance Director Lori Pulkrabek, Communications Manager Cory Tietz, Public Works Director Kevin Wold, Fire Chief PLEDGE OF ALLEGIANCE APPROVAL OF THE AGENDA A MOTION WAS MADE BY COUNCIL MEMBER MORCOMB, SECONDED BY COUNCIL MEMBER MOORE TO APPROVE THE AGENDA AS AMENDED FOR THE MEETING OF MAY 13, 2025. 5 AYES APPROVAL OF THE MINUTES: Workshop, April 22, 2025 Regular Meeting, April 22, 2025 Emergency Meeting, May 1, 2025 A MOTION WAS MADE BY COUNCIL MEMBER MORCOMB, SECONDED BY COUNCIL MEMBER WILLENBRING TO APPROVE THE WORKSHOP MEETING MINUTES OF APRIL 22, 2025. 5 AYES 1 A MOTION WAS MADE BY COUNCIL MEMBER MORCOMB, SECONDED BY COUNCIL MEMBER WILLENBRING TO APPROVE THE REGULAR MEETING MINUTES OF APRIL 22, 2025. 5 AYES A MOTION WAS MADE BY COUNCIL MEMBER MORCOMB, SECONDED BY COUNCIL MEMBER WILLENBRING TO APPROVE THE EMERGENCY MEETING MINUTES OF MAY 1, 2025. 5 AYES PUBLIC HEARINGS a) Stormwater Pollution Prevention Plan (SWPPP) – Annual Report for the 2024 Municipal Separate Storm Sewer System (MS4) Consulting City Engineer Brian Bachmeier presented an update on the annual Stormwater Pollution Prevention Plan and the items yet to be completed which include incorporating the site development and erosion control checklist into practice and inspecting the illicit discharge in the community. Mayor Zabel opened the public hearing and welcomed comments from the audience. No comments were heard. Mayor Zabel closed the public hearing. OPEN FORUM a) Proclamation: Mental Health Awareness Month Mayor Zabel proclaimed the month of May, 2025 as “Mental Health Awareness Month”. b) Proclamation: National Police Week Mayor Zabel proclaimed the week of May 11-17, 2025 as “National Police Week”. c) Proclamation: Public Works Week Mayor Zabel proclaimed the week of May 18-24, 2025 as “Public Works Week”. Mayor Zabel thanked all Police Department staff and Public Works Department staff for everything they do for the City of Oakdale. Mayor Zabel invited comments from the audience. No comments were heard. CONSENSUS MOTIONS a) Request that the City Council authorize the Mayor and City Administrator to sign and execute the Development Agreement for Willowbrooke Eleventh Addition. b) Request per City of Oakdale Code of Ordinances, Chapter 2, Article IV, Sec.2-36 (c) and per City Personnel Policy PE-031, Section 5.0, that the City Council appoint the above listed as Seasonal/Temporary Summer Recreation Youth Program Instructors and Summer Recreation Lead Instructor effective June 6, 2025 conditioned on passing all background requirements. 2 c) Request that the City Council approve the renewal of liquor licenses to the listed business herein for the period, effective 5/14/2025 – 3/31/2026. d) Request that the City Council waive reading and adopt Resolution 2025-40, approving memorandum of understanding between the City of Oakdale and the International Union of Operating Engineers, Local No. 49, relating to certain standby pay. e) Request that the City Council waive reading and adopt Resolution 2025-41, Recognizing an Interfund Loan, Receivable, and Related Transfers. f) Request that the City Council cancel the City Council Workshop and Regular Meeting scheduled for June 24, 2025. g) Request that the City Council approve the noise variance requested by Tartan High School’s Relay for Life special event located at 828 Greenway Ave N from 6:00 PM on May 16, 2025 to 6:00 AM on May 17, 2025. h) Request that the City Council waive reading and adopt Resolution 2025-42, cancelling the future meetings of the Economic Development Commission and vacating all current commissioner terms, until further determination by the City Council. i) Request per City of Oakdale Code of Ordinances, Chapter 2, Article IV, Sec.2-36 (c) and per City Personnel Policy PE-031, Section 5.0, that the City Council appoint the above listed Seasonal/Temporary Outdoor Maintenance Workers, conditioned on passing all background requirements. A MOTION WAS MADE BY COUNCIL MEMBER SEVERSON, SECONDED BY COUNCIL MEMBER MOORE TO APPROVE CONSENSUS MOTIONS A-I, AS PRESENTED. 5 AYES ADVISORY BOARDS AND COMMISSIONS Economic Development Commission (5/7/25 meeting cancelled, Council Liaison Severson) Environmental Management Commission (no meeting, Council Liaison Zabel) Planning Commission (met on 5/1/25, Council Liaison Willenbring) Council Member Willenbring reported that the Planning Commission approved a conditional use permit application from Oak Liquor for an electronic dynamic business sign. The Commission also approved a planned unit development amendment, final plat, and site plan for Willowbrooke Twelfth Addition. Parks and Recreation Commission (no meeting, Council Liaison Morcomb) Tree Board (no meeting, Council Liaison Moore) 3 AWARD OF BIDS a) Award the Bid for City Project P2025-02 (Willowbrooke Park West and Willowbrooke Park North) Public Works Director Cory Tietz explained that pursuant to Council authorization, bids were collected for the above-noted project. Seven contractors submitted bids for the work, with Sunram Construction submitting the lowest base bid of $890,650. The Engineer’s estimate for the general contracting work was $989,457.15. Mr. Tietz noted that the base bid plus a 10% contingency ($979,715) comes in $9,742 below the original project estimate. The overall project budget is $2,066,000, and current projections are slightly below that. Mr. Tietz requested that the Council table decisions on alternate bids for additional features related to shade and lighting, until further project and budget details are finalized. Mayor Zabel asked how long the alternate bid options remain valid, and if Council will be able to make a decision before they expire. Mr. Tietz confirmed that there are no issues with delaying these alternate bid decisions until July, when staff will return to Council for final approval, as the project schedule can be adjusted accordingly. A MOTION WAS MADE BY COUNCIL MEMBER MORCOMB, SECONDED BY COUNCIL MEMBER WILLENBRING TO WAIVE READING AND ADOPT RESOLUTION 2025-43, AWARDING THE BID FOR CITY PROJECT P2025-02 (WILLOWBROOKE PARK WEST AND WILLOWBROOKE PARK NORTH) FOR CONSTRUCTION AND GENERAL CONTRACTOR SERVICES. 5 AYES A MOTION WAS MADE BY COUNCIL MEMBER MORCOMB, SECONDED BY COUNCIL MEMBER WILLENBRING TO AUTHORIZE THE MAYOR AND CITY ADMINISTRATOR TO ENTER INTO AN AGREEMENT BETWEEN THE CITY OF OAKDALE AND SUNRAM CONSTRUCTION, INC. FOR CONSTRUCTION AND GENERAL CONTRACTING SERVICES. 5 AYES STAFF REPORTS COMMUNITY DEVELOPMENT a) Oakdale Farm 5th Addition – Final Plat Community Development Director Andy Gitzlaff explained that the request is for final plat approval for Oakdale Farm 5th Addition, a commercial site located at 3505 High Point Dr N. The site, currently one lot, will be replatted into four lots for the purpose of individual ownership. Mr. Gitzlaff pointed out that a previous condition related to a private utility easement has been resolved, and the revised resolution now has only one condition – the final plat must comply with the City Attorney’s recommendations on title matters and recording instructions. A MOTION WAS MADE BY COUNCIL MEMBER SEVERSON, SECONDED BY COUNCIL MEMBER MOORE TO WAIVE READING AND ADOPT RESOLUTION 2025-10, APPROVING THE FINAL PLAT OF OAKDALE FARM 5TH ADDITION, WITH CONDITIONS INCLUDED IN THE ATTACHED RESOLUTION, AS REVISED. 5 AYES 4 CITY ATTORNEY No report. ADMINISTRATOR'S REPORT No report. COUNCIL PRESENTATIONS Council Member Moore thanked everyone for their work to make the 50th annual Pete Graske Arbor Day Tree Giveaway a successful event. Mayor Zabel echoed her sentiment and thanked City staff. Mayor Zabel made announcements about the following: • Registration for early summer programming through Oakdale Recreation opens Thursday, May 15th. To register online, visit www.oakdalefun.com. • The annual Jane Klein Memorial Spring Planting Event is Saturday, May 17th from 9 AM to 12 PM at Bethke Park. If interested in volunteering, visit www.oakdalemn.gov. • The Summer 2025 Oakdale Update newsletter should arrive in mailboxes later this week. This edition includes City news, seasonal reminders, Recreation programming, the schedule of events for Summerfest, and much more. • Oakdale Summerfest is June 23rd through 28th featuring crowd favorites like the Ted Bearth Grande Parade, free concerts, the Nature Preserve 5k, food trucks, fireworks, kids’ events, and more!
