Certificates of Appropriateness Attachments: Staff Report Application Master Site File Ms. Miller stated the case was withdrawn; applicant chose not to proceed with solar panel installation. RESULT: WITHDRAWN EXCUSED: Richard Attachments: Staff Report Application Master Site File Ms. Miller provided a brief overview of an application submitted for the property located at 720 SE 9th Avenue.The applicant plans on installing an attached pool cage, and the maximum height allowed is under 35-feet. Ms. Jill Conkrite, 720 SE 9th Avenue, Ocala, FL, stated the maximum cage height is 14-feet. She confirmed the exterior color of the house is light blue. Mr. Smith suggested the applicant consider painting the exterior of the house white. Mr. McCullough stated the request has nothing to do with the existing exterior paint color. Ms. Conkrite said she has considered changing the exterior color of the house to a bronze color. Motion to approve COA23-45334, Sec. 94-82 (g) (1) - Exterior Alterations. The applicant is proposing a backyard pergola, and an outdoor wood burning fireplace. Chuck Collins, 1011 SE 5th Street, Ocala, FL, stated the structure will be composed of cypress material and painted white or light grey to match the house. Motion to approve COA23-45346, Sec. 94-82 (g) (1) - Exterior Alterations. The applicant is proposing a privacy fence. Matthew Grow, 705 SE 4th Street, Ocala, FL, stated the plan is to install a shadow box cypress wood fence on the property. The applicant is proposing a retaining wall. Mr. Drake stated a retaining wall is greatly needed for the property. Mr. Ken Ausley, 516 SE 12th Avenue, Ocala, FL, stated the plan is to install a 4-foot retaining wall to establish a boundary between the adjacent property. Motion to approve COA23-45360, Sec. 94-82 (g) (1) - Exterior Alterations. RESULT: APPROVED MOVER: Holland Drake SECONDER: Ira Holmes AYE: Vice Chair Snook, Cosand, Drake, Holmes, McCullough, Hugli, and Smith RECUSED: Chairperson Ausley EXCUSED: Richard 5. Affirmative Maintenance None. 6. Old Business None. 7. New Business Ms. Cosand asked how the City will remedy the green planters that were removed off the carport located at 716 SE Wenona Avenue. Ms. Miller responded she that will follow up with Code Enforcement. Ms. Snook suggested collaborating with Attorney Richard to draft a closing disclosure for new homeowners in the Historic District. Ms. Miller responded she will follow up with the City Attorney. Page 3 of 5 Historic Preservation Advisory Board Minutes October 5, 2023 Mr. Shrum explained how the Ocala Historic Preservation Advisory Board is considered a Sunshine Board; prohibited from exchanging information individually. The City Attorney Will Sexton would review the draft disclosure before it’s considered by City Council. Ms. Ausley stated all cases/matters are conducted in a public forum. Mr. Shrum said the plan is to host an annual refresher course of the Sunshine Laws. Ms. Miller said unrelated concerns about the cases should not be addressed before the board, as other unrelated matters should only be discussed during Round Table. Mr. Shrum said the plan is to have all boards add a public comment section to the agenda item at the beginning or end of the agenda, to allow the public to address the Board regarding matters not listed on the agenda. Mr. Holmes suggested adding a quick response code to the annual letters. Mr. Smith suggested discussing longer cases towards the end of the meeting. Ms. Miller confirmed the cases are presented in the order the applications are received by the City. She will reach out to applicants who might have a longer case, to see if they would like to move their case towards the end of the agenda. Mr. Smith expressed how he felt attacked by his fellow Board Members when he offered a color suggestion for the exterior color of the house. He believes the Board should be able to openly discuss colors. Mr. McCullough apologized to Mr. Smith and reiterated the color cannot be dictated by the Board. Ms. Cosand agreed that Mr. Smith's comments were shut down by the other board members. Ms. Miller explained the importance of the board not making judgments on the exterior color of the house. She encouraged the Board to be very cautious of their word choices to comply with city guidelines. Ms. Ausley talked about the importance of conducting board meetings in a professional procedural compliance manner. Mr. Holmes said the function of the Board is to educate, and not to regulate. Ms. Ausley encouraged board members to utilize statute language during case discussions. Ms. Miller requested feedback from the Board regarding staff reports. Mr. McCullough stated city staff presents great informational presentations to the Board. Adjournment The meeting adjourned at 4:43 pm. There being no further discussion the motion carried by roll call vote.
