Attachments: Staff Report - COA23-45421 Application - COA23-45421 Master Site File - COA23-45421 Ms. Miller Provided a brief overview of an application submitted for the property located at 621 SE 5th Street. The applicant is requesting to install a 15-feet x 30-feet pool with a deck on the western side of the property. Ms Cosand said she thought the safety fence around the pool was 6-feet tall. Ms. Miller responded that it is currently 4-feet tall and the pool has to have a safety fence around it. Stephanie Mutarelli, 621 SE 5th Street, Ocala, FL, said they will have a fence around the pool and a exterior fence for the safety of their child. Attachments: Staff Report- COA23-45441 Application - COA23-45441 Master Site File Ms. Miller Provided a brief overview of an application submitted for the property located at 717 SE 6th Street. The applicant is requesting to add an additional curb cut to SE 6th Street that will lead to the existing guest cottage. There will be no driveway at this time. The applicant received a waiver from the City Engineering department for the proposed drive location prior to this request. Mr. Smith asked about the distance of the waiver. Ms. Miller responded the it was 50-feet from any other curb cut and does extend to the trees. Page 2 of 5 Historic Preservation Advisory Board Minutes December 7, 2023 Mr. Drake asked if the curb cut was for the driveway. Ms. Miller responded the curb cut was to get to their property. Jill Cronkrite, 717 SE 6th Street, Ocala, FL, said the property had two addresses with separate utilities and the guest cottage is inaccessible from the road. A 10-feet wide curb cut was only requested and could be a drive way in the future. Mr. Smith said there was no reason for a curb cut and diminishes the appearance of the house. Ms. Cosand agreed. Mr. McCullough said he has two addresses and a curb cut t has not caused issues and makes no difference. There was a short conversation the Board regarding the curb cut. Mr. Holmes said the curb cut does not diminish the character of the house. Jeff Cronkrite, 717 SE 6th Street, Ocala FL, said the dwelling was not divided and the cottage is a free standing building that has been there for a long time. Ms. Miller said they are not required to put a driveway. Mr. Cronkrite said they do not have a plan to put a driveway. Attachments: Staff Report- COA23-45439 Application - COA23-45439 Master Site FIle - COA23-45439 Ms. Miller Provided a brief overview of an application submitted for the property located at 1138 SE 5th Street. The applicant requested to add a black, wrought iron security storm door in the front of the home. Steven Rogers, 1138 SE 5th Street, Ocala, FL, said he was at the Board over the summer for the re-roof and now he is here for the security storm door. Motion to approve COA23-45439, Sec. 94-82 (g) (1) -Exterior Alterations. Affirmative Maintenance Ms. Miller said 716 SE Wenona Avenue, had a current open code violation for the door and the patio. The owner is open for suggestions on the trellis, because the current plants died. Ms. Cosand suggested Creeping Fig on the trellis because it's an all weather plant. Mr. Drake said the owner can go the store and get the fake version of vegetation for the trellis. Ms. Miller said she would report suggestions to the code enforcement officer.. Ms. Miller said the permit was voided for 714 NE 2nd Street because the setbacks were not met for the deck, and there is an open code case on the deck. Ms. Cosand asked about Airbnb's. Ms. Miller responded Airbnb's are regulated by state statue. Renovations can be done as long as they meet the Florida Building Code. Mr. McCullough said all the Historic District Airbnb's can be seen on the Airbnb website. Mr. Smith asked if parking on the grass in the in the front yard was allowed. Ms. Miller responded that she did not know and would follow up. 7. Staff Comments Ms. Miller explained the changes on the agenda. The Staff Comments section provide coming changes, events and procedures. Ms . Miller said the Secretary of Interior Guidelines have changed; they will be updated on the website and copies printed for the Board. Ms. Miller mentioned the packets will go 2 weeks in advance, so that the Board can drive by the applicant's properties. Ms. Miller said personal comments are in violation and not allowed. Mr. Holmes thanked Ms. Miller for the work she has done for the meetings. 8. Board Comments Mr. Smith said he would like to see the meetings published in the Gazette. Ms. Miller said the Board comments is the time to ask questions. Mr. Smith asked to have the staff members in the minutes.
