Ms. Miller provided a brief overview of an application submitted for the property located
at 122 SE Wenona Avenue. The applicant is proposing the following improvements:
carport, and driveway. A variance will be required if the Board approves the addition.

6. Affirmative Maintenance
Ms. Miller spoke on the Code Enforcement updates. The property located at 716 SE Wenona
Avenue, has an open violation with an inspection scheduled for January 4, 2023. The property
owner added vegetation to the trellis, and the property is incompliance with zoning. The
property located at 714 NE 2nd Street, the permit was voided by owner and deck was removed.
The property located at 715 SE 6th Street, has an open violation for installing a gravel driveway,
steps, and porch without a permit.
7. Staff Comments
Ms. Miller provided a brief overview of the following: tardiness, guidelines, publishing to star
banner, Airbnb.com, and prohibited discussion topics.
8.. Board Comments
Mr. Smith read an email from the Historic Preservation Liaison regarding a report. He shared his
list of items for consideration.

Ms. Miller said Members can reapply for another term.
Ms. Ausley stated she will be resigning from the Board. She stated that the Board Members are
appointed by City Council.
Mr. Richard said he will also be resigning from the Board.
Mr. Shrum spoke on the Board membership standards and regulations. He requested Members
of the Board notify the City, if they plan on resigning before March, to allow the City to solicit
the vacancies.The City modified the agenda by adding two new sections towards the end to
allow Board and staff comments.
Mr. Smith suggested advertising the meeting in the newspaper.
Mr. Shrum said the City switched from Star Banner to Gazette, for meeting advertisements. The
public can find information regarding the Board on the City website.
Mr. Smith stated he does not agree with having staff recommendations. He suggested the Board
draft their own recommendations.
Ms. Miller explained how staff recommendations are based on the findings of fact for the Board
to consider.
Mr. Shrum clarified the staff recommendation process and quasi-judicial procedure. The City
will schedule a meeting for the Board to speak with the City Attorney.
Ms. Miller mentioned the staff report is published on the website for the public to view.
Ms. Ausley stated she favors staff recommendations. The Board can question staff
recommendations during scheduled meetings.
Mr. Shrum clarified the City Code with the Board.
Mr. Smith suggested scheduling a workshop to discuss drafting solar panel guidelines for the
Board to utilize, and add funding for Members to attend regional conventions on next year’s
budget.
Mr. Holmes requested the City inform the Board of the budget in advance.
Mr. Shrum stated Members can request the City add a budget item for regional conventions.
Ms. Ausley suggested the City add items on the agenda in advance.
Ms. Miller clarified the jurisdiction for Main Street.
Ms. Ausley requested the City add Main Street to next month’s agenda.

Mr. Smith suggested scheduling joint Board meetings in the future.
