Page 2 of 5 City of Ocean Shores Radio Board Meeting Minutes For Tuesday, February 27, 2024 At Ocean Shores Library, 573 Point Brown Ave. NW, Ocean Shores, WA 98569 Call to order: 10:31 am by Radio Board Secretary Marilyn Ferguson. Roll Call: Present – Darrell Prowse, and Marilyn Ferguson in person and Marty Hadfield via Zoom. Approval of the February 27, 2024, agenda. MSP Minutes for January 23, 2024, meeting: Approved. MSP. Public Comment: 3 members of the public in person and 3 via Zoom. Don Williams asked about the contingency plan for when there is a power outage at the tower and the plan to restore coverage to people who previously had it before the change to 88.9. Jane Shattuck asked about plan for the city to send notifications to the radio station in case of emergencies so it can be broadcast in a timely manner. Reports: 1. Station Managers Reports • Butch Larson – Have a new console to install when Marty gets back in town. The old transmitter is located in the shed in the Public Works yard and can be switched on manually if power goes out at the tower to keep the station on air. The newer transmitter was sent in for repair and will be replacing the old transmitter in the shed when Marty gets back. Have a new DJ Joan who will be on air on Tuesdays 3-5 pm. 2. Technology Report by Marty Hadfield – FCC and FEMA are working on making the emergency alert system multi-lingual. New console to be installed next week. New software to be uploaded mid-march for the emergency preparedness alerts. Will be working on finding the cause of poor reception in some areas of the city. Will be working on a way to auto switch from the tower to the backup transmitter if power goes out 1. Approval of minutes for the Regular City of Ocean Shores Radio Board ... Page 3 of 5 at the tower and a way to automatically switch back to the tower if the power comes back on. An indicator light is out on the backup microwave receiver at the tower. Will be meeting with OS emergency planning team to find ways to get alerts to the radio station and on the air. 3. Council Liaison Report by Denise Siers – Discussed role of Council Liaison as discussed in recent City Council Retreat. Main purpose is to listen and take any questions and/or issues back to the City Council to address. 4. Board Member Reports: • Marty Hadfield: See Technology report. • Darrell Prowse: For Denise’s information KOSW is a member of the WA Association of Broadcasters. • Rosanne Santoro: No report. • Marilyn Ferguson: No report. Old Business: None New Business: None Discussion: There is an open position on the radio board. The Razor Clam Festival is in the beginning planning stage.
