Page 2 of 7  City of Ocean Shores Radio Board Meeting Minutes For Tuesday, March 26, 2024 At Ocean Shores Library, 573 Point Brown Ave. NW, Ocean Shores, WA 98569 Call to order: 10:30 am by Radio Board Secretary Marilyn Ferguson. Roll Call: Present – Darrell Prowse, Marty Hadfield, Rosanna Santoro, and Marilyn Ferguson. Approval of the March 26, 2024, agenda with addition of New Business to be discussed. MSP Minutes for February 27, 2024, meeting: Approved. MSP. Public Comment: 3 members of the public in person and 2 via Zoom. No Public Comment. Reports: 1. Station Managers Reports Butch Larson – New board has been installed. Looking to add a turntable to have vinyl hour. Have capability to stream one thing while playing something different on air. Need a new computer for production. Lost DJ Joan because she moved away. Have one opening and one pending DJ position currently. Waiting for new equipment from CBS News to play news at top of the hour plus other shows such as Face the Nation. Discussion about adding more community needs, concerns, and resources programing to satisfy the FCC requirements for a non-LP station. Need to replace the old transmitter in building 5 for emergency transmitter. Working on installing interface with the phone system so a microphone won’t need to be used. Ryan Larkin was able to get the song titles to show up on the web site. Debating on staying with Host Papa or switching to Go Daddy. 1. Technology Report by Marty Hadfield – The EAS unit has been updated and soon the backup EAS unit at the tower will also be updated. The FCC and FEMA have a new code requirement that allows them to automatically feed emergency alerts over the internet and into the EAS system. 3. Council Liaison Report by Denise Siers – Will convey to the City Council that they have an open invitation to come on the air at the radio station. 4. Board Member Reports: • Marty Hadfield: Made adjustment to audio processing microwave link from the studio to the tower site to help with reception. Reception appears to be consistent throughout Ocean Shores and the area covered now. Discussed things that can cause radio signal interference. • Darrell Prowse: Discussed possibility of doing remote public service shows from home. • Rosanne Santoro: The Razor Clam Festival was fun but trying to play music was difficult because there was a glare on the screen. Need to find out how to enlarge the font size. Could only use random play and unable to take requests because of this issue. • Marilyn Ferguson: No report. Financial Report: Submitted by Sara Logan on paper. Discussed making sure people are aware that not all the money used to run the station and buy equipment comes from the city/taxpayers, but a large portion of the money comes from NBIM. Old Business: Marty – The station needs to be represented by a lawyer for FCC matters and how to go about hiring someone. New Business: Mary – Discussion on changing the radio board meetings from once a month to once every other month. Plan on taking a vote after we have a full radio board. To be added to the next meeting as old business. Discussion: The radio board handbook is currently being worked on by Sara Logan. Still several places on OSG website as well as letter head where KOSW is still listed as 91.3 instead of 88.9 that need to be changed. 1.
