Committee-Of-The-Whole Meeting Minutes April 9, 2019 Mayor Nold called the Committee-of-the-Whole meeting to order at 6:00 PM. Members Present: Aldermen Kowieski, Miller, Shaw, Spiegelberg, Zwart and Strey Excused: Aldermen Rosek and Ellis Staff Present: Mayor Nold, Kitsembel, Gallo, Osborn, Buerger, Freber, Sullivan, Kelliher, Frye, Duffy, Bleck, Pickart and Coenen Others Present: Incoming Alderman Andy Rogers 2. Presentation and Discussion on Long Term Financial Plan Overview and Budget Kickoff: Sullivan gave a PowerPoint presentation, a copy of which was handed out to the Committee. Sullivan went over City services; future challenges and opportunities; capital needs; levy; impact fees; debt financing; fund balance; our five-year levy projection; 2020 budget; next steps; and establishing priorities. Kitsembel requested feedback from the Committee of potential budget initiatives they would like to staff to research. The Committee initiatives included wanting to review how new transient piers function this year meeting the needs of transient boats; clean-up of the Utility building on E. Wisconsin Ave; crosswalk safety measures in the downtown; look for opportunities to accommodate 300 additional stalls in the downtown; parking screens (digital) at the entrance of our parking lots that identify number of stalls available; in-house engineering; additional employee in the Economic Development Dept dedicated to communications & marketing with potential intern structure; and improving Bolson Dr. traffic flow and the intersection of Silver Lake St and Summit Ave. The Committee also requested to look at budget options for the general budget, not just Capital and that when developing the budget to look at three levels for services – existing services, a better service level and a reduced service level. The next step is for staff to review these items and look at potential timing to address them. Motion by Shaw to adjourn the Committee-of-the-Whole meeting; second by Miller. Motion carried 6-0.
