City of Oconomowoc Committee-Of-The-Whole Meeting Minutes September 28, 2021 - 6:00 PM Aldermen Present: Lou Kowieski, Chris Douglas, Matt Rosek, John Zapfel (virtual), Kevin Ellis, Karen Spiegelberg, Matt Mulder, Charles Schellpeper Also Present: Robert Magnus, Betsy Bleck, Hannah Brasch, Paige Brunclik, Diane Coenen, Robert Duffy, Kevin Freber, Jennifer Froemming, Mark Frye, Jason Gallo, Craig Hoeppner, James Pfister, Joe Pickart, Tony Posnik, Bryan Spencer, Laurie Sullivan, Brad Bowen Mayor Magnus called the Committee-Of-The-Whole Meeting to order at 6:00 PM. Call to order and confirmation of appropriate meeting notification Committee Business a. Discussion/recommend Proposed 2022 City Budget - ***Please bring your Budget Book*** Sullivan gave a PowerPoint presentation outlining revenues, levy limits, changes to the general fund, expenditures, 2022 Capital spending, debt, Strategic Plan initiatives, tax rates, timeline for the budget process, changes to the budget worksheets and a summary of the Preliminary Budget. The Committee went over the budget department by department. Committee discussion included asking Economic Development what the deliverables are for the $12.5K Waukesha County Center for Growth and Municipal Partnership subscription and asked staff to arrange for the Center to come to Council to provide information, requested staff to quantify number of hours and cost loss for non-paid use of the Community Center, asked Park & Rec to consider other ways besides mailing to distribute the newsletter, requested Park & Rec determine how much was spent versus budget over the last three years in engineering and design for park planning, suggested Park & Rec look at providing one or two archery lanes somewhere in the community, suggested the Library consider buying more Roku and less DVD’s, suggested the Library cut 300 hours from the budget possibly in programming or staffing, questioned the use of the Library gift funds, requested staff provide the cost of the increase in diesel/gas, discussed increasing the number of training shoots per year for the PD from four to eight, discussed the 3% Employee COLA, discussed reducing all training & travel from $70K to $20K - $30K and adding Police Dept. positions. Some of the comments by staff included: Pfister provided a general fund spreadsheet covering years 2018 – 2022 highlighting Officer Salaries, increasing the PD budget by $42K to hire 2 officers; one in January and one in July, and will review the shoots per year and training budget and bring back numbers. Duffy provided several handouts; Destination Marketing Plan, City Marketing & Communications Intern – 2021/2022 Activities & Projects and Job Description for Intern and will contact the Waukesha County Center for Growth about deliverables. Bleck stated she will start providing Council with the gift fund quarterly report she provides to the Library Board. Sullivan stated the numbers for the FTE’s listed in the budget worksheet are less due to a reduction of one FTE accounting position saving $45K from the levy, Health Insurance is budgeted at $210 a month/$2.5K a year and we are a service organization which makes up 60% of our budget. Motion to cut the Waukesha County Center for Growth and Municipal Partnership from the Economic Development budget in the amount of $12.5K made by Rosek and seconded by Kowieski. Motion carried 5-0-3. Voted no: Zapfel, Spiegelberg, Mulder. 1 Committee-Of-The-Whole - September 28, 2021 Motion to cut the City newsletter from Parks & Recreation Printing budget in the amount of $4K made by Rosek and seconded by Kowieski. Motion carried 8-0-0. Ellis left the meeting at 7:05 PM. Motion to add $65,545 to the Fire budget for staffing made by Rosek and seconded by Spiegelberg. Motion carried 7-0-0. Motion to decrease accounting wages by $45K made by Rosek and seconded by Kowieski. Motion carried 7-0-0. Sullivan recapped the changes which netted an increase to the budget of $65,545 for fire staffing and a total decrease of $61,500. With the changes the mill rate remains at $4.63. Adjourn Motion to adjourn made by Kowieski and seconded by Mulder. Motion carried 7-0-0.
