City of Oconomowoc Committee-Of-The-Whole Meeting Minutes September 30, 2021 - 6:00 PM Aldermen Present: Chris Douglas, Matt Rosek, John Zapfel (virtual), Kevin Ellis (arrived 6:25 PM), Karen Spiegelberg, Matt Mulder, Charles Schellpeper Absent: Lou Kowieski Also Present: Robert Magnus, Betsy Bleck, Diane Coenen, Robert Duffy, Kevin Freber, Mark Frye, Craig Hoeppner, James Pfister, Joe Pickart, Laurie Sullivan, Hannah Brasch, Tony Posnik, Brad Bowen Mayor Magnus called the Committee-Of-The-Whole Meeting to order at 6:00 PM. Call to order and confirmation of appropriate meeting notification Committee Business a. Discussion/recommend Proposed 2022 City Budget - ***Please bring your Budget Book*** Duffy gave a PowerPoint presentation on the deliverables to participate in the Waukesha County Center for Growth as requested by the Committee on 9/28/21. Motion by Mulder to put $12.5K back into the 2022 Budget for the City to participate in the Waukesha County Center for Growth; second by Zapfel. Motion carried 5-0-2. Rosek and Schellpeper voted no. Sullivan gave a PowerPoint presentation outlining the amendments to the proposed budget by Council on 9/28/21 and provided new Budget Worksheets. She then addressed the fund balance in the Special Revenue Ambulance Fund stating it has not been active since the City joined the Western Lakes Fire District (WLFD.) We have been using approximately $100K per year to help offset the WLFD capital purchases and it should be used up by 2024. Sullivan also stated she will look at creating a budget workshop calendar policy. The Committee discussed and commented on receiving future budget books earlier than one week before the budget meeting; would like to see a Department Head budget split and percentage sheet from the Finance Dept. on how the salary is paid; would like to see more years in the year comparison sections; requested the Library Director bring the Library Strategic Plan to Council and provide an update in the Administrator’s weekly memo on the vision for the Library Friends as discussed at the Library Annual Meeting; splitting out Training & Travel to show required training for certifications and continued education; staff to look into contracting for a Grant Writer position; having the Finance Dept. give Council an update on Risk Management/Technology funds in the summer of 2022; and having Utilities provide information for the next budget cycle on tire mount & balance machine cost for in-house versus outsourcing. Adjourn Motion to adjourn made by Ellis and seconded by Speigelberg. Motion carried 7-0.
