Mayor Magnus called the Committee-Of-The-Whole Meeting to order at 6:30 PM.
Call to order and confirmation of appropriate meeting notification
Committee Business
a. 2023 - 2027 Capital Plan Review of the July 26th Workshop
Sullivan gave a PowerPoint presentation. Copies were placed at Council stations along with two
spreadsheets; Capital Improvement Financial Plan 2023-2027 Schedule of Capital – Utility Funds and Long-
Term Financial Plan 2023-2027 Schedule of Capital – Levy Funds, which were revised due to changes at
the Budget Workshop on July 26th. The C-O-T-W wants to revisit space needs for City Hall, both interior
and exterior before the next borrowing in 2024 and asked staff to get estimates for the cost of a study.
b. Closed Session
Motion to go into Closed Session Per Wis State Stat §19.85(1)(e) Deliberating or negotiating the
purchasing of public properties, the investing of public funds, or conducting other specified public
business, whenever competitive or bargaining reasons require a Closed Session regarding
discussion of potential land acquisitions for intersection reconstruct and parking lot, and
consideration of use of eminent domain to eliminate easements and restrictions related to Olympia
Fields Development made by Mulder and seconded by Spiegelberg.
Motion carried 7-0-0.

Motion to adjourn made by Rosek and seconded by Ellis.
Motion carried 7-0-0.
