City of Oconomowoc Committee-Of-The-Whole Meeting Minutes September 06, 2022 - 6:15 PM Aldermen Present: Kevin Ellis, Karen Spiegelberg, Matt Mulder, Charles Schellpeper, Lou Kowieski, Chris Douglas, Matt Rosek, Jennifer Aultman Kloth Also Present: Robert Magnus, Betsy Bleck, Paige Brunclik, Lucas Caine, Diane Coenen, Mark Frye, Craig Hoeppner, Scott Osborn, Mark Schrang, Laurie Sullivan-Murray, Brad Timm, Dan Uribe, Brad Bowen, Stan Riffle Mayor Magnus called the Committee-Of-The-Whole Meeting to order at 6:12 PM. Call to order and confirmation of appropriate meeting notification Committee Business a. Presentation on Local Emergency Preparedness Initiatives - Western Lakes Fire District & Waukesha County PowerPoint presentations were given by WLFD Chief Brad Bowen and Gail Goodchild, Waukesha County Emergency Management. Goodchild also passed out a five page Executive Overview (July 2022) titled Waukesha County Multi-Jurisdictional All Hazard Mitigation Plan Update that the County recently adopted. b. Discuss Proposed Deer Management Bow Hunting on City Land Schrang passed out a revised ordinance with recommended changes highlighted in yellow. There was discussion on single slugs, types of weapons, discharge distance, incorporating Department of Natural Resources language so the City code is consistent with the DNR, potential buffer zone to a residential lot line and Nuisance Deer Permits. Riffle to review Act 71 on hunting requirements/yardage and single slug/rifle language. Council requested this ordinance be considered at the October 4th Council meeting. c. Discuss Change of Concessionaire for the Oconomowoc Community Center Bar Service Hoeppner reported that the City requested RFP’s for the Community Center Bar Service because the current contract with Zilli’s will expire on June 30, 2023. The City received two proposals and staff is recommending Bar Stars Bartending Service. Hoeppner noted that because Zilli’s has been our concessionaire for the last ten years staff wanted to notify Council of the change before an agreement and resolution were drafted and brought forward to Council on October 4th. d. Closed Session - Convenes in Conference Room 3 Per Wis State Stat §19.85(1)(e) Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a Closed Session. (Discussion of Potential Land Acquisitions for City Owned Parking Lot.) Due to the fact that Committee-Of-The-Whole open session item discussions ended at 7:33 PM Council agreed to delay Closed Session until the next Council meeting on September 20th. Adjourn Motion to adjourn made by Spiegelberg and seconded by Schellpeper. Motion carried 8-0-0.
