City of Oconomowoc Committee-Of-The-Whole Meeting Minutes September 20, 2022 - 6:30 PM Aldermen Present: Karen Spiegelberg, Matt Mulder, Charles Schellpeper, Lou Kowieski, Chris Douglas, Matt Rosek, Jennifer Aultman Kloth, Kevin Ellis Also Present: Robert Magnus, Betsy Bleck, Lucas Caine, Diane Coenen, Kevin Freber, Mark Frye, Jason Gallo, James Pfister, Laurie Sullivan-Murray, Ivan Lam Mayor Magnus called the Committee-Of-The-Whole Meeting to order at 6:27 PM. Call to order and confirmation of appropriate meeting notification Committee Business a. Closed Session – Convenes in Conference Room 3 Motion to go into Closed Session Per Wis State Stat §19.85(1)(e) Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a Closed Session regarding discussion of Potential Land Acquisitions for City Owned Parking Lot and Cost Sharing Project and b. Per Wis State Stat 19.85(1)(g) Conferring with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which it is or is likely to become involved regarding possible Lac La Belle Summary Judgement Appeal made by Douglas and seconded by Ellis. Motion carried 8-0-0. Closed Session convened at 6:29 PM in Conference Room 3. Open Session – Reconvenes in Council Chambers: Motion to reconvene into Open Session in Council Chambers made by Kowieski and seconded by Schellpeper. Motion carried 8-0-0. Open Session reconvened at 7:17 PM. c. Discussion - 2023 Proposed Budget Overview Sullivan-Murray gave a PowerPoint presentation and passed out City of Oconomowoc 2023 Preliminary Budget binders to Council. Committee-Of-The-Whole budget workshops will be held on October 6th and 11th at 6:00 PM. Adjourn Motion to adjourn Committee-Of-The-Whole made by Kowieski and seconded by Schellpeper. Greendale Village Board, 173Wis. 2d 553, 494 N.W. 2d 408 (1993) and must be noticed as such, although the Common Council will not take any formal action at this meeting.
